Assignment Title: Amendment (Update) of the Feasibility Study (TEO) for the Clean Energy for Buildings in Uzbekistan Project

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Clean Energy for Buildings in Uzbekistan (CEBU) Project and intends to apply part of the proceeds for consulting services.
The consulting services include amendment/update of the Feasibility Study (TEO) for the CEBU Project, including review of the existing approved feasibility study, update of the project scope and building list, consolidation of available technical, financial, economic, environmental and implementation data, recalculation of investment costs and expected project benefits, update of financial and economic analysis, procurement arrangements, implementation schedule, disbursement projections, and preparation of updated feasibility study documentation required for review and approval by relevant authorities.
The assignment is expected to be completed within five (5) months.
The Project Implementation Unit (PIU) under the Ministry of Economy and Finance of the Republic of Uzbekistan now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the assignment.
Interested Consultants should have relevant experience in preparation and/or amendment of feasibility studies for IFI-financed investment projects, knowledge of the regulatory requirements of the Republic of Uzbekistan, familiarity with World Bank procurement procedures, and experience in financial and economic analysis for investment projects. Joint Ventures are permitted.
The Consultant will be selected in accordance with the Consultant’s Qualifications-Based Selection (CQS) method set out in the World Bank Procurement Regulations for IPF Borrowers.
