ACTUALIZAÇÃO DO MAPEAMENTO DOS SISTEMAS PRIVADOS DE ABASTECIMENTO DE ÁGUA E DESENHO DE UM MECANISMO DE FINANCIAMENTO DE SUBSÍDIOS CORRESPONDENTES PARA APOIAR A SUA ATUALIZAÇÃO E CUMPRIR AS NORMAS TÉCNICAS

A Direcção Nacional de Abastecimento de Água e Saneamento (DNAAS), através do Projecto Segurança Hídrica Urbana de Moçambique (PSHU) – P509890, pretende aplicar parte dos fundos aos Serviços de Consultoria para Actualização do Mapeamento dos Sistemas Privados de Abastecimento de Água e Desenho de um Mecanismo de Financiamento de Subsídios correspondentes para apoiar a sua actualização e cumprir as normas técnicas.

O objectivo geral desta Consultoria é de actualizar o Mapeamento dos Fornecedores Privados de Água da Região Sul do País realizado em 2018, validar e estruturar uma base de dados georreferenciados e interoperável dos Sistemas Privados de Abastecimento de Água da Região Sul, desenvolver pacotes de financiamento dos Fornecedores Privados der Água (FPAs) que receberão a água em alta e definir critérios de sua elegibilidade.

Os serviços de consultoria ("os Serviços") incluirão i) Identificar e caracterizar todos os sistemas privados de abastecimento de água da região sul do País (províncias de Maputo, Gaza e Inhambane); ii) Actualizar o cadastro existente e assegurar a inserção no Sistema de Informação Nacional de Água e Saneamento (SINAS); iii) Avaliar o nível de conformidade técnica, operacional e regulatória de cada sistema; iv) Identificar lacunas, riscos e necessidades de investimento; v) Propor critérios de elegibilidade dos sistemas e um mecanismo sustentável para acesso a co-financiamento e subsídio baseado em desempenho; vi) Definir arranjos institucionais para gestão, monitoria e fiscalização para a sua implementação.

Neste contexto, a DNAAS convida todas consultoras elegíveis ("Consultores") e interessadas a manifestarem o seu interesse em prestar os Serviços em referência devendo, para o efeito, apresentar propostas fechadas e seladas.

Os Consultores Interessados devem fornecer informações que demonstrem que possuem as qualificações necessárias e a experiência relevante para prestar os Serviços

A pré-seleção das empresas/consórcios para a lista-curta da consultoria basear-se-á nos seguintes critérios:

  • Experiência comprovada na elaboração e execução de pelo menos 10 Projectos de Sistemas de Abastecimento de Água desenvolvidos nas zonas urbanas, que envolvam a captação de água subterrânea, conduta adutora, equipamentos de bombagem, centro distribuidor, rede de distribuição, incluído a orçamentação.
  • Experiência comprovada de pelo menos 4 projectos que envolvem geoferenciamento de infra-estruturas com recurso a ferramentas digitais, incluindo análise e desenvolvimento de bancos de dados;
  • Experiência comprovada de pelo menos 2 Projectos na elaboração de pacotes de financiamento público em forma de subvenções comparticipadas, incluindo o desenvolvimento dos respectivos critérios de elegibilidade;
  • Experiência de trabalho em projectos financiados por parceiros de cooperação, ONG’s, pelo Banco Mundial e outras instituições financeiras internacionais:

A atenção dos Consultores interessados é chamada para a Secção III, parágrafos 3.14, 3.16 e 3.17 dos "Regulamentos de Aquisição para Mutuários do IPF" do Banco Mundial, de fevereiro de 2025 ("Regulamentos de Contratação Pública"), que estabelecem a política do Banco Mundial sobre conflito de interesses.

Os consultores podem associar-se a outras empresas para reforçar as suas qualificações, mas devem indicar claramente se se trata de associação ou um consórcio (joint venture). No caso de uma joint venture, todos os parceiros da mesma serão solidariamente responsáveis por todo o contrato, se selecionados.

O Consultor será selecionado de acordo com o método de Seleção Baseada em Qualidade e Custos estabelecido nos Regulamentos de Contratação.

The Government of Mozambique has received financing from the International Development Association (IDA) toward the cost of the Urban Water Security Project (UWSP) and intends to apply part of the proceeds to recruit a Consulting Services for Update of the Mapping of Private Water Supply Systems and Design of a Matching Grant Financing Mechanism to support their upgrade to comply with Technical Standards.

The objective of this Consultancy is to update the Mapping of Private Water Suppliers in the Southern Region of the Country carried out in 2018, validate and structure a georeferenced and interoperable database of Private Water Supply Systems in the Southern Region, develop financing packages for Private Water Suppliers (FPAs) that will receive water in high water and define criteria for their eligibility.

Consulting services ("the Services") will include i) Identifying and characterizing all private water supply systems in the southern region of the country (Maputo, Gaza and Inhambane provinces); (ii)Update the existing register and ensure its inclusion in the National Water and Sanitation Information System (SINAS); (iii) Assess the level of technical, operational and regulatory compliance of each system; (iv) Identify gaps, risks, and investment needs; (v) Propose eligibility criteria for systems and a sustainable mechanism for access to co-financing and performance-based subsidy; (vi) Define institutional arrangements for management, monitoring and inspection for its implementation.

In this context, DNAAS invites all eligible consultants ("Consultants") and interested parties to express their interest in providing the Services in question and, for this purpose, must submit closed and sealed proposals.

Interested Consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to provide the Services

The pre-selection of companies/consortia for the consultancy shortlist will be based on the following criteria:

  • A reputable consulting firm with at least 10 years of experience in the preparation and execution Water Supply System Projects developed in urban areas, involving groundwater abstraction, pipeline
  • At least 4 years’ experience involving georeferencing of infrastructures using digital tools, including analysis and development of databases;
  • At least 2 projects Projects in the preparation of public funding packages in the form of reimbursed grants, including the development of the respective eligibility criteria;
  • Experience working in projects funded by cooperation partners, NGOs, the World Bank and other international financial institutions:

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" February 2025 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the Procurement Regulations.
