Modifications to medicalc4 according to interoperability requirements

The subject of the contract is the supply of modifications to the clinical information system medicalc4 operated by the contracting authority (hereinafter referred to as "KIS"), its implementation in the environment of the University Hospital Pilsen, including the supply and installation of HW for on-premise operation of the AI component of the delivered solution. The supply also includes integration and connection to other systems of the contracting authority and to nationwide systems, which will be realized by upgrading the integration platform, see point 1. of Annex No. 3 of this tender documentation, and indefinite-term service support, whereby the service contract will include a supplier guarantee that the product will be maintained in operational condition for at least the duration of the project sustainability co-financed by the National Recovery Plan under the title "Interoperability within the framework of the development of e-health services at the University Hospital Pilsen" and registration number CZ.31.1.0/0.0/0.0/23_088/0011062. The subject of the public contract includes: A. Supply and implementation of modifications to the clinical information system medicalc4 so that it meets the requirements of Act No. 325/2021 Coll., on the electronicization of healthcare, as amended, including the supply and installation of HW for on-premise operation of the AI component of the delivered solution (works contract): The required modifications are part of the aforementioned project, specifically the expansion of functionalities and development of the existing KIS in the area of process electronicization and standardization and exchange of health records, in the area of identification of patients, healthcare professionals and healthcare providers based on data in master registers and in the area of making data accessible to patients, all including facilitating the work of healthcare professionals with data preparation for the aforementioned purposes. The contracting authority requires that the delivered product be fully integrated into the existing KIS so that users work only within the environment of this system, in which they manage all agenda related to the provision of healthcare services. The delivered solution will not call external procedures for user work with a different graphical design than the existing KIS. External procedures can only be called for background activities that do not affect the user's work. In such a case, the contractor must ensure cooperation with the manufacturer of the existing KIS to ensure the interface for communication with the existing KIS. This interface will be an integral part of the delivery. The goal of implementing the delivered solution is for the KIS to enable two-way sharing of health records in the format according to the specification of the Ministry of Health of the Czech Republic (hereinafter referred to as "MZČR") https://ncez.mzcr.cz/cs/pozadavky-mz-pro-vyzvy-irop-ehealth-npo-interoperabilita-ii/pozadavky-mz-pro-vyzvy-irop-ehealth-npo in the scope of: • Patient summary; • Imaging complement report; • Discharge reports; • Trip record, The delivery includes the implementation of an AI module for processing voice and text records into structured data, which must provide the following functionalities: • Speech-to-Text - conversion of spoken word to text in a 1:1 ratio without content interpretation, with recognition of individual speakers and preservation of the original wording including professional terminology; • Optical Character Recognition (OCR) - extraction of text from scanned documents and image files, including processing of printed and handwritten texts; • Text structuring for interoperability - rearrangement of free text into structured fields according to MZČR standards without generating new clinical content. The delivery also includes the supply and installation of hardware equipment for on-premise operation of the AI module in high availability mode. The subject of the public contract also includes the supply and implementation of the integration of subject identifiers into the KIS according to the Electronic Healthcare Act (325/2021 Coll.) as amended and relevant methodological guidelines of MZČR in the scope of: • Resort patient identifier; • Resort healthcare professional identifier; • Resort healthcare provider identifier.
