Service of creating project documentation "Passenger Terminal Zone" within the project Smart and Sustainable Transport

The subject of the procurement is the service of creating project and technical documentation for the "Passenger Terminal Zone" within the framework of the smart and sustainable transport project in accordance with the Project Task which forms an integral part of the Procurement Documentation (Annex 1). The "Passenger Terminal Zone" consists of: - PROJECT ELEMENT 1 - Hybrid passenger terminal and library building - PROJECT ELEMENT 2 - Terminal zone traffic solution Estimated value of procurement for Project Element 1 (170,000.00 euros excluding VAT). Estimated value of procurement for Project Element 2 (44,000.00 euros excluding VAT). For both project elements, during the design phase, it is necessary to prepare the Main and Execution Project with bills of quantities prepared in accordance with public procurement rules and to perform other design tasks defined by regulations in the field of construction and spatial planning. The project documentation that is the subject of the procurement is being prepared for the purpose of applying for a public call financed by the ITU mechanism. At the time of initiating the public procurement procedure for the creation of project documentation for the "Passenger Terminal Zone", the basic information and data required to determine the timeframe for the execution of the design supervision service were not known, such as the date of the public call for grant allocation and the conditions of the public call for grant allocation (e.g., contract execution deadline), the date of concluding the grant allocation agreement, the date of publishing the public procurement for the execution of works, the date of concluding the works execution agreement, and the execution deadline for the works themselves. The Contracting Authority considers contracting design supervision in the procedure for contracting the creation of project documentation to be difficult due to all the aforementioned unknowns. We note that the Contracting Authority intends to contract design supervision for works during the implementation of the "Passenger Terminal Zone" project and will approach the procurement procedure as soon as it has the data necessary for precise definition of the service conditions, i.e., the start and duration of the design supervision. The subject of procurement is not divided into groups: The construction project is part of the Strategic Project "Smart and Sustainable Transport", which involves improving passenger transport and introducing solutions that, through the reconstruction and equipping of the existing bus station, digitalization of public transport, and construction of access infrastructure for cyclists and pedestrians, promote sustainable urban multimodality. The project forms a spatially and functionally complete area of a specific purpose, and although it consists of two structural elements (building and roads), they form a single, interdependent, and inseparable technical unit that needs to be adequately addressed in the design phase to avoid execution risks.
