The subject of the order is the service of organizing and conducting three meetings – specialized advisory services in the scope of creating and functioning of CUS, in connection with the implementation of the project "Coherent Social Policy of Warmia and Masuria" co-financed under the European Funds for Social Development 2021-2027 program. Part I. Service of organizing and conducting 1 meeting for social service organizers from the Warmia and Masuria Voivodeship. 3. The Ordering Party allows for the submission of partial offers. The Contractor may submit an offer for one, two, or three parts of the order. Within one part of the order, the Contractor may submit one offer. 4. The Ordering Party does not allow the submission of variant offers. 5. A detailed description of the subject of the order can be found in the scope of parts I, II, III of the order in Annex No. 1a, 1b, 1c, to this request. Part III. Service of organizing and conducting 1 meeting for local community organizers from the Warmia and Masuria Voivodeship. 3. The Ordering Party allows for the submission of partial offers. The Contractor may submit an offer for one, two, or three parts of the order. Within one part of the order, the Contractor may submit one offer. 4. The Ordering Party does not allow the submission of variant offers. 5. A detailed description of the subject of the order can be found in the scope of parts I, II, III of the order in Annex No. 1a, 1b, 1c, to this request. Contract amendment conditions: 1. The Ordering Party may withdraw from the contract on the basis of art. 456 of the Public Procurement Law Act in the event of circumstances described therein. In such a case, the Contractor may only claim remuneration due for the performance of part of the contract. 2. Significant changes to the provisions of the concluded contract in relation to the content of the offer, based on which the Contractor was selected, are prohibited, subject to paragraph 3 and subject to changes that are a direct consequence of changes in the guidelines and recommendations of the Managing Institution of the European Funds for Social Development 2021-2027 program, which the Ordering Party could not foresee despite due diligence, and changes permissible in light of the current Guidelines on the eligibility of expenditure for the years 2021-2027. 3. The Ordering Party allows for the possibility of amending the contract provisions regarding the change of the contract performance deadline compared to that indicated in the Detailed Description of the Subject of the Order, in the event of: 1) the occurrence of circumstances that could not have been foreseen before the conclusion of the contract, and which the parties to the contract had no influence over, which significantly hinder the performance of the contract in whole or in part, by which the parties understand, among others, the occurrence of force majeure (extraordinary, external events, impossible to foresee and prevent, including natural disasters, disturbances of collective life), changes in generally applicable law, 2) actions of third parties or public authorities, which would result in the suspension or impossibility of carrying out activities for the timely or proper performance of the contract. 4. For reasons for which the Contractor is responsible, in particular in the event of non-performance or improper performance of the contract by the Contractor, the Ordering Party may withdraw from the contract no later than within 30 days following the expiry of the contract performance deadline referred to in § 2 para. 1 of the contract. 5. Improper performance of the Contract by the Contractor is understood as the Contractor's failure to comply with any of the requirements specified in the SOPZ. 6. For reasons for which the Ordering Party is responsible, the Contractor may withdraw from the contract no later than within 30 days following the expiry of the contract performance deadline referred to in § 2 para. 1 of the contract. 7. Withdrawal from the contract by any of the Parties requires written form under pain of nullity and requires justification. 8. The deadline for withdrawal from the contract shall be considered met if the Party has sent the statement of withdrawal from the contract by registered mail to the Polish Post Office of the designated operator within the meaning of the Act of November 23, 2012, Postal Law.
