Service of acquisition and processing of data, including the design, execution and implementation of an urban green space management system within the project entitled: "Digital transformation and expansion of e-services in Bielsko-Biała"

1) The subject of the order is the acquisition of spatial information regarding the distribution and phytosanitary condition of trees and other elements of urban greenery, as well as areas of urban heat island and blue, green and grey infrastructure, using specialized aerial remote sensing scanners and machine learning-based analysis methods. Additionally, as part of field work, taxonomic, dendrometric and diagnostic information of selected trees will be acquired. The order also includes the use of existing data held by the Contracting Authority and other data useful for the execution of the subject of the order. 2) Development, analysis and visualization of the acquired data in the form of cartographic studies, along with a diagnosis of factors shaping the city's adaptive potential. The diagnosis should include, in particular, an assessment of the degree of surface sealing, the extent and intensity of the urban heat island, the condition of green infrastructure, and the level of biodiversity. The analysis results should be presented in the form of thematic maps, made available as WMS and WFS web services and through a map portal, which is an element of the integrated urban green space management system. The module should enable interactive browsing, filtering and analysis of spatial data, with user authorization functionality, and some data may be made publicly available. 3) Development, implementation and maintenance of an integrated urban green space management system, including modules: administrative-operational, analytical and public, which will provide data on green spaces and enable social tree inventory. 4) As part of the urban green space management system, an algorithm for calculating the value of ecosystem services generated by individual trees should be developed and implemented, based on their species, dimensions and location. The system must automatically calculate and present at least the following categories of ecosystem services: carbon dioxide absorption, air purification from particulate matter, rainwater retention, energy savings due to air cooling effect.
