Procurement of travel agency services

I. Ordering travel agency services within the framework of a framework agreement. Organization of travel and related services for the Contracting Authority's employees, officials, as well as athletes and their professional escorts, domestically and to European and non-European destinations, for individual or group travel as needed, primarily with direct scheduled flights departing from Budapest (outbound travel) or arriving in Budapest (inbound travel), with layovers, or by charter flight if not possible. The Contracting Authority will conclude a framework agreement with one tenderer based on § 104 (3) of the Public Procurement Act (Kbt.). Based on the framework agreement, the Contracting Authority's specific needs will be met through direct orders in accordance with § 105 (1) a) of the Kbt. The following services are expected to be ordered within this framework: - Booking of traditional/scheduled and discount/low-cost airline tickets, and management of related services, - Management of insurance bookings, - Management of car and bus rentals, - Other management (services related to visa processing, airport parking management, booking airport transfer services, services related to conference registration), - Management of modifications, cancellations, and annulments of the above bookings and services. The tenderer must also provide the following related services to the Contracting Authority: - 24/7 telephone customer service, dedicated phone line, - Budapest customer service office open during business hours (e.g., 9:00 AM - 5:00 PM) on weekdays, - Emergency telephone service: 24/7 every day of the year in Hungarian and English, - Travel alert. Travel may include the transport of large, special sports equipment. The Contracting Authority draws attention to the fact that, pursuant to § 104 (7) of the Kbt., the Contracting Authority is not obliged to carry out its procurements under the framework agreement, but depending on future decisions and the availability of funds, the total amount of the framework agreement may be fully utilized before the expiry of the framework agreement's term. Taking this into account, the Contracting Authority must be able to satisfy multiple procurement needs that arise simultaneously, and the tenderer may be required to fulfill multiple direct orders concurrently, with coordinated work. The detailed conditions and expectations are set out in the Technical Specification, which forms part of the Procurement Documents, and the Draft Contract.
