Original language: nnKommunal- og distriktsdepartementet har behov for en teoretisk gjennomgang og analyse av økonomiske virkninger av private utbyggingsforslag, både samfunnsøkonomiske og kommunaløkonomiske. Utredningen skal gi KDD mer kunnskap om hvilke samfunns- og kommunaløkonomiske effekter som kan utløses når planer, og da spesielt privat initierte reguleringsplaner, gjennomføres, og som kommunen dermed bør være oppmerksom på når planen utarbeides og behandles.
Utredningen skal sammenstille eksisterende kunnskap og erfaringer, og kan gjerne være fundert på et utvalg av caser, for eksempel om ulike planforslag som legger opp til ny næring eller bolig. Casene kan illustrere situasjoner både der denne typen økonomiske effekter har, eller ikke i tilstrekkelig grad, har kommet til uttrykk i beslutningsprosessen.
På bakgrunn av gjennomgangen bør det pekes på mulige tiltak for å bedre synliggjøre samfunns- og kommunaløkomiske virkninger av et planforslag. Forslag til tiltak må være egnet til å supplere saksutredningen i alle planprosesser, også de som utløser krav om utredning etter Forskrift om konsekvensutredninger av 21.06.2017 (KU-forskriften). Det må samtidig være så enkelt at det ikke oppfattes som en ny administrativ byrde.
Endelig leveringsfrist for avtalen er 12.10.2026.
