Maintenance and Development of the CSOB System for 39 Months

2. The subject of the procurement is the purchase by the Agricultural Property and Rural Development Agency based in Warsaw (hereinafter referred to as the "Contracting Authority" or "ARiMR") of maintenance and development services for the Central Beneficiary Service System (hereinafter: "CSOB"). The CSOB system is a key element of the Contracting Authority's IT infrastructure, supporting the processing of financial aid applications under the Strategic Plan for the Common Agricultural Policy for the years 2023–2027 (hereinafter PS 23-27). This system is designed as a central platform for managing processes related to the granting and settlement of support for beneficiaries, in exchange for remuneration specified in the Agreement. 2.1. The CSOB system integrates with a number of other systems of the Contracting Authority, creating a coherent information environment. These currently include: 2.1.1. Electronic Services Platform (PUE) – CSOB cooperates with PUE, enabling beneficiaries to submit applications and conduct correspondence with ARiMR electronically. Thanks to this, the entire application processing takes place without the need for paper documents; 2.1.2. Financial and Accounting System (EBS) – Integration with EBS allows for automatic transfer of financial data, which streamlines accounting processes related to the disbursement of funds to beneficiaries; 2.1.3. Producer Register – CSOB uses reference data contained in the Entity Register, which ensures the consistency of beneficiary information across different ARiMR systems; 2.1.4. Integrated Control System (ZSK) – Cooperation with ZSK enables effective planning and execution of on-site controls, which is important for verifying the correctness of the use of aid funds. 3. Services will be provided in the following breakdown, taking into account the grouping of some services: 3.1. Quality Assurance Services Group (G2), described in detail in Annex No. 1 to the draft contract provisions, which constitute Annex No. 10 to the SWZ (hereinafter: "p.p.u."), including: 3.1.1. SLA Monitoring Service (G2U1), described in detail in Annex No. 1A to p.p.u., 3.1.2. Defect Removal Service (G2U2), described in detail in Annex No. 1B to p.p.u., 3.1.3. Code and Documentation Management Service (G2U3), described in detail in Annex No. 1C to p.p.u., 3.2. Integration and Certification Service, described in detail in Annex No. 2A and 2B to p.p.u., 3.3. Modification Service, described in detail in Annex No. 3 and 3A to p.p.u.; 4. Regardless of the above groups of Services, the Agreement also includes services provided by the Contractor: 4.1. Operational Order Services, described in detail in Annex No. 4 to p.p.u., 4.2. Transitional Period Activities, described in detail in point 6 of p.p.u. and Annex No. 6 to p.p.u., 4.3. Services Transfer Activities, described in detail in point 15 of p.p.u. 5. The Contractor will accept Submissions within Reaction Times (in accordance with the scope described in point 2 of Annex No. 8 to p.p.u.) and will ensure the operation of the Contractor's Project Office in accordance with the scope described in point 3.39 of Annex No. 12 to p.p.u. 6. The Contracting Authority requires the Contractor or its subcontractor to employ persons performing the activities referred to in point 5 under an employment relationship, as the performance of these activities consists in performing work in the manner specified in Article 22 § 1 of the Act of June 26, 1974 – Labor Code (Journal of Laws of 2023, item 1465). All persons performing the activities indicated in point 4 should be employed throughout the entire period of contract performance. 7. The Contracting Authority requires the Contractor, within 15 Working Days from the date of signing the Agreement and within 10 Working Days of the first month of each calendar quarter throughout the entire period of Agreement execution, to submit a declaration to the Contracting Authority regarding the employment of persons and the activities performed by them, referred to in point 5.
