  1. The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Connectivity and Transport Sector Improvement Project (P509487) and intends to apply part of the proceeds toward payments under the contracts for Reconstruction of the section km 1525-1622 (97 km) of M41 “Bishkek – Dushanbe – Termez” highway. For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The “Avtoyulinvest” Agency of the Committee for Roads now invites sealed Bids from eligible Bidders for reconstruct the existing 91 km long road with cement-concrete pavement of 27 cm thick in Termez, Djarkurgan and Kumkurgan districts of Surkhandarya region within 3 years of construction period. The project is divided into 2 Lots. Each lot will be a separate contract (2 Lots – 2 contracts). Lot 1 – section km 1570-1622 (52 km) and Lot 2 – section km 1525-1570 (45 km). For each Lot, the contract duration will be 5 years, of which the construction period is 1,095 days (3 years) and the Defects Notification Period is 730 days (2 years). The key qualification criteria for Bidders are given below.
  3. Bidders may Bid for one or both Lots, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so.
  4. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September 2025 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): fifty percent (50%) and for Bid cost: fifty percent (50%).
  6. Interested eligible Bidders may obtain further information from “Avtoyulinvest” Agency of the Committee for Roads and inspect the Bidding document during office hours at the address given below.
  7. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 4,800,000 UZS. The method of payment will be direct deposit to specified below account number. The document will be sent by e-mail or provided on a flash drive.

The similarity of the contracts shall be based on the following:

i) The road pavement shall be a cement concrete with a thickness of not less than 25 cm, or alternatively not less than 20 cm, with a minimum compressive strength of class B30 (M400 or C25/30);

ii) The road carriageway width shall not be less than
14 m;

iii) The total length of roads shall not be less than 35 km;

iv) The contracts shall include the construction/ reconstruction of a total of at least 4 bridges or overpasses per lot with a minimum roadway area of 5,000 m2.
