V371_2025 Planning Contract LaRA – Handling Permit § 12 StrlSchG incl. EIA

Brief description of the project Client for this contract is Helmholtz-Zentrum Berlin für Materialien und Energie GmbH (HZB). Background The Berlin Experimental Reactor BER II of the Helmholtz-Zentrum Berlin für Materialien und Energie (HZB) was permanently shut down as planned at the end of 2019. The dismantling of BER II is being carried out. An interim storage facility (LaRA) is being built on the Lise-Meitner Campus in Berlin-Wannsee for the radioactive residues and waste from the dismantling of BER II. A handling permit according to § 12 Para. 3 Sentence 1 and § 13 StrlSchG with an environmental impact assessment (EIA) as an integral part of the procedure is required for handling radioactive materials in LaRA. Objective of the contract The required services concern the planning of the interim storage facility (LaRA) for the other radioactive residues and waste from the dismantling of the BER II experimental reactor with the aim of obtaining the handling permit according to StrlSchG. Services to be provided The contract includes the contractor's services: a) § 12 Radiation Protection Act and b) Environmental Impact Assessment (EIA) Regarding a) The scope of services is the preparation of application documents with the aim of obtaining a handling permit for other radioactive materials and the operating license for LaRA. This also includes accompanying the approval process and subsequent supervisory procedures. The application documents will be reviewed by the approval authority and its appointed expert. Requirements arising from these reviews must be implemented. The structural implementation of LaRA will be carried out as part of general planning. If interfaces arise from this and from further third-party planning, these must also be taken into account by the contractor. Regarding b) The EIA is an integral part of the application according to §12 Radiation Protection Act. The described services are to represent the execution of a complete EIA including all mappings/surveys, their evaluation, necessary expert reports, specialist contributions, and the resulting EIA report with appendices. The EIA and the EIA report must consider both the construction phase (clearing of the forest and site preparation with soil exchange of approx. 5 to approx. 10 m depth and construction of LaRA) and the operational phase of LaRA.
