Valtatie 4 on Suomen tärkein pohjois-eteläsuuntainen tieyhteys, joka kuuluu Suomen maanteiden pääväyliin ja on osa kansainvälistä TEN-T-ydinverkkokäytävää. Oulu–Kemi yhteysvälin liikenneongelmat korostuvat päivittäisessä liikenteessä, joten tien parantaminen on välttämätöntä. Kehittämistoimenpiteillä saadaan poistettua yhteysvälin pahimmat liikenneongelmat ja turvattua elinkeinoelämän ja muun liikenteen päivittäiset liikkumistarpeet.
