Second publication of the tender. - Based on the Law on Public Procurement No. 30/NA, dated November 2, 2017 (Prime Minister's Decree No. 03/PM, dated 09/01/2004 on the Bidding for Procurement, Contracting, Construction, Repair, and Services Using State Budget.); - Based on the Instruction on the Implementation of the Law on Public Procurement No. 0477/MOF, dated February 13, 2019, and the Regulation on Bidding for Procurement, Contracting, Construction, Repair, and Services Using State Budget No. 0063/MOF, dated 21/03/2004. I. Identification and financing of the project This notice of invitation is launched by the Provincial Department of Culture and Tourism of Savannakhet Province under the Grant Agreement CLA 1122 01A dated 17/06/2021 and CLA 1122 03C dated 22/05/2024 financed by the French Development Agency (AFD), CHAMPA Project, to carry out the Rehabilitation of the Vat Taleo Kao Temple in Champhone District, Savannakhet Province, a remarkable Temple registered as a Lao National Heritage. II. Identification of the contract Type of contract: Works Description: The work consists of the restoration of the remarkable temple, the consolidation of the structure, the reinforcement of the foundations and soil improvement by injections and the drainage system. The works are organised in two separated lots: ● Lot 1: Reinforcement of foundations, reinforcement of the super structure, supplement and renovation works (new framework/ tiles/exterior plasters/floor tiles/electrical network/ drainage plus removal of in-place shoring) ● Lot 2 : Soil reinforcement works (injections) Duration of the works: ● Lot 1: 13.5 months. ● Lot 2: o Trial:1 month installation and work + 2 months monitoring. o Rest of the works: 1 month work + 2 months monitoring. o Monitoring until the Lot 1 handover (6 months ). Eligibility and Qualification highlights This invitation is open to building engineers, construction companies and building contractors that must have: − Evidence of their legal status and fiscal standing, including a valid Annual Business License (or local Patent) and a Tax Compliance Certificate (or equivalents valid for the current fiscal year in their country of registration). − Lot 1: o Minimum average annual turnover of 3 000 000 000 LAK (equiv. 136.000 USD) for the last five years o Conducting three similar works on restoration of remarkable building in the past ten years. o Minimum of 5 years’ experience in the restoration of comparable heritage, cultural or building restoration project. − Lot 2: o Minimum average annual turnover of 4 500 000 000 LAK (equiv. 191.000 USD) for the last five years o Conducting two similar works in a similar context o Minimum of 5 years’ experience in the restoration works, wooden buildings, civil works The establishment of a group between local and regional companies (in the form of a Joint Venture, a Consortium or an Association) is strongly encouraged in order to find all the required skills, to facilitate the preparation of the administrative formalities required in the tender file and to allow the evaluation of all key experts (Subcontractors’ experience and resources will not be taken into account in determining the Bidder’s compliance with the qualifying criteria.) III.
