Maintenance, further development and operation of borger.dk

Borger.dk is Denmark's common public citizen portal. Borger.dk is operated in a collaboration between the state, KL and Danske Regioner, where the Agency for Digitisation is responsible for its development and daily operation. In 2025, the portal had over 115 million visits, and satisfaction has been high for several years - around 92% of visitors are either satisfied or very satisfied with borger.dk. The portal's uptime is also at a consistently high level. Borger.dk displays information and links to authorities' self-service solutions. At the same time, it is a portal that, in addition to the portal's own content, also provides services and content to other public websites and presents content and services from other public websites. On Mit Overblik (My Overview), citizens can log in with MitID and see some of the personal information the public has about them. Here, citizens will be able to gain insight into the current status of ongoing cases and applications, get an overview of the benefits they receive from the public sector, and see their payments, appointments, and deadlines. The Borger.dk system is used as a common term for a system with a number of subsystems. Borger.dk (BG4) is the largest of the subsystems, which also includes lifeindenmark.dk and Mit Overblik. In addition, the system includes access to the subsystems Den Fællesoffentlige Orkestreringskomponent (ORKES) and Digital Post viewing clients via web and app. ORKES constitutes a central and prerequisite subsystem in Mit Overblik on borger.dk. ORKES compiles data about citizens from many authorities by calling data sources in real-time and delivering a combined response to borger.dk. ORKES does not store data, so security, technical integration, and high availability are therefore important characteristics of ORKES. The large number of authorities that ORKES integrates with also implies many stakeholders. Therefore, it is relevant that the further development, maintenance, and operation of ORKES occur in the same way and based on the same prerequisites as the other subsystems in the borger.dk system. Finally, borger.dk is integrated with a number of common public systems such as NemLog-in and eID-gateway. The Borger.dk system exposes and uses a number of web services for communication with other websites, backend systems, and registers. Among other things, the Borger.dk system is connected to an article import used by authorities to import or update articles automatically from borger.dk. In addition, the Borger.dk system consists of a style guide and a number of test environments as well as a resource page. Borger.dk and lifeindenmark.dk are based on Sitecore (.NET platform), the Digital Post web client is developed in Vue, and the Digital Post app is built in Flutter. ORKES is operated on Linux. The tasks are subject to the terms of two agreements - a "Framework agreement on maintenance and further development of borger.dk" and a "Contract for operation of borger.dk". The tender comprises the following main areas: A) Further development of the borger.dk system and development of new functionality (including new components etc.) in relation to the borger.dk system. B) Maintenance of the borger.dk system, including ongoing deposit of source code etc. with an independent third party. C) Consultancy services including UX/UI and graphic services, training, testing assistance, and IT security advice. This includes services such as optimization of database indexes, advice to the client and its partners on usage, changes, and integrations, testing assistance particularly regarding user testing and user involvement. D) Other services in connection with the transition from the current supplier and termination services upon handover to the subsequent supplier, including the preparation of supplementary documentation. E) Application, infrastructure, data center, and network operation etc. of the borger.dk system and support via the supplier's service desk.
