Replacement of protective fences on the M0 motorway

Fence construction along expressways. Replacement of protective fences within the framework of a framework supply contract on the M0 motorway and the connected M5, M51, and M2 expressways, up to a total framework amount of HUF 400,000,000 net. Magyar Közút Nonprofit Zrt. has reviewed the existing protective fences on the M0 and its connected M5, M51, and M2 expressways, and their junctions, based on operational experience. Taking into account the results of the review, it is necessary to replace the existing protective fences section by section, and in some places, to build new protective fences. The scope of work includes the procurement of materials necessary for construction, the dismantling of existing protective fences, their transport to the Contracting Authority's site or disposal site, the professional installation of new protective fences, and the landscaping of the surrounding area. The estimated total quantity is 16,612 meters (m) of protective fence replacement, 3,516 meters (m) of new protective fence construction, and the construction of 4 pedestrian gates and 1 utility gate. The provided quantity data are intended to assist tenderers in pricing; the Contracting Authority does not undertake a commitment to procure the total quantity. The winning tenderer is obliged to fulfill the contract in accordance with the Contracting Authority's individual orders. Based on the contract to be concluded, the Contracting Authority may place orders up to a maximum net amount of HUF 400,000,000 + VAT. However, given the occasional nature of the requirements, the Contracting Authority's procurement needs cannot be precisely determined in advance and may change during the contract period. In accordance with Section 58 (1) of the Public Procurement Act (Kbt.), the Contracting Authority may deviate from the total contract quantity. Based on the contract to be concluded, the Contracting Authority undertakes only to place individual orders for at least 70% of the maximum quantity specified in the contract (i.e., HUF 400,000,000 net + VAT). The Contracting Authority states: The Customer is entitled to place individual orders for the Works based on its own decision and needs arising during the contract period. The Contracting Authority undertakes to utilize at least 70% of the framework amount. In the event that the remaining 30% of the framework amount is not utilized, the Successful Tenderer (Contractor) shall have no claims against the Contracting Authority (Customer). In accordance with Section 46 (3) of Government Decree 321/2015. (X. 30.) on the methods of proving suitability and exclusion grounds in public procurement procedures and defining technical specifications for public procurement (hereinafter referred to as Kr.), the Contracting Authority draws the attention of Tenderers that in case of reference to a specific make or type, the phrase 'or equivalent' must always be included. The Contracting Authority will prepare other public procurement documents supplementing this invitation in accordance with Section 57 (1) of the Kbt. The Contracting Authority makes the public procurement documents available electronically, without restriction, in their entirety, directly and free of charge, through the Electronic Public Procurement System (hereinafter referred to as EKR). A detailed description of the tasks to be performed is contained in the technical documents, which form part of the other public procurement documents.
