Award of specialist planning services for open spaces for the new construction of the daycare center with subsidized housing at the neighborhood square in the new "Ziegelhöhe" city district

In close cooperation with the city of Mühlacker, the Hofkammer des Hauses Württemberg is developing the commercial wasteland of the former brickworks in Mühlacker. On the more than 20-hectare site, a new city district is being created close to the city center and train station. In addition to housing, social infrastructure, retail and office spaces, and a spacious open area as a green center are being developed. For the entire commercial wasteland, a non-open urban planning competition was held in 2013. The winning design by baurmann.dürr Architekten (Karlsruhe) has been continuously developed since then. Based on the urban planning design, the development plan is being created. The realization plans were specified through competitive procedures. They are being implemented successively. East of the neighborhood square, a senior citizens' residence is being built. In the north, the neighborhood square is bordered by a city house/citizen meeting center at the site offset. For the western square boundary, a mixed-use construction measure with a daycare center and subsidized housing is planned. This is the subject of the competitive procedure. The project for the daycare center with subsidized housing is being realized by Stadtbau Mühlacker GmbH & Co. KG. The new mixed residential quarter is intended to be attractive and affordable for many resident groups. Therefore, the awarding authority is exclusively providing for subsidized housing construction according to the state housing guidelines of Baden-Württemberg for this construction task. The apartments are located above the daycare center. The access to the daycare center and housing is planned independently. Housing mix (number of apartments): approx. 50% 2-room apartments approx. 30% 3-room apartments approx. 20% 4-room apartments The guidelines for state housing funding must be observed for the apartment sizes. The target group includes single persons, couples, and families. The total area for housing construction should be oriented towards a compatible urban structure. Approximately 15 apartments are planned. A 5-group daycare center with a total area of around 1,400 square meters of gross floor area is to be built in the competition area (see Annex Room Program Daycare Center). The daycare center to be planned must comply with the specifications of the Municipal Association for Youth and Social Affairs Baden-Württemberg (KVJS). The specifications of the KVJS are considered the minimum standard. A daycare center with four groups for children over 3 years old (approx. 100 children) and one group for children under 3 years old (approx. 10-12 children) is required.
