Die Stadtentwässerung Lingen, ein Eigenbetrieb der Stadt Lingen, betreibt am Langschmidtsweg in Lingen eine mechanisch-biologisch chemische Kläranlage zur Reinigung des in Lingen und der Gemeinde Wietmarschen anfallenden Abwassers. Die mechanische Reinigung des Rohabwassers im Zulauf erfolgt auf der Kläranlage durch zwei parallel betriebene Feinrechen - sowie diesen - nachgeschaltet zwei Sand- und Fettfänge ("Einlaufstrecke"). Die Einlaufstrecke ist in hohem Maße sanierungsbedürftig. Die Stadtentwässerung Lingen beabsichtigt, die für die Realisierung des Neubaus einer neuen Einlaufstrecke in Form einer Rechenanlage sowie eines belüfteten Sand- und Fettfangs bei laufendem Betrieb der Kläranlage erforderlichen Planungsleistungen an ein geeignetes Ingenieurbüro zu vergeben. Im Anschluss an die durchzuführende Planung sollen die Bauleistungen zur Errichtung der Einlaufstrecke vergeben werden. Die Stadtentwässerung Lingen beabsichtigt zunächst, die zur Realisierung des Vorhabens notwendigen Planungsleistungen (stufenweise) zu vergeben. Die Planungsleistungen beinhalten die Leistungsbilder der HOAI Leistungen der - Objektplanung Ingenieurbauwerke für Bauwerke und Anlagen der Abwasserentsorgung (§§ 41 ff. HOAI in Verbindung mit Anlage 12 zur HOAI), - Fachplanung Tragwerksplanung (§§ 49 ff. HOAI in Verbindung mit Anlage 14 zur HOAI), - Fachplanung Technische Ausrüstung (§§ 53 ff. HOAI in Verbindung mit Anlage 15 zur HOAI) und - Optional: Freianlangen (§§ 38 ff.
