Award of planning and construction services for the new district administration building (Construction Phase 1) in Künzelsau

The Hohenlohe district intends to build the "Kreishaus" as the new seat of the district administration in Künzelsau. The Hohenlohe district has initially conducted a Europe-wide architectural competition and awarded specialist planning services for both construction phase 1 and construction phase 2. It was intended to realize the construction of the district administration building through the award of individual trades. The costs for the realization of the 1st construction phase of the district administration building amounted to EUR 63.4 million according to the cost estimate of the architectural firm commissioned after the planning competition. According to the cost calculation now available, the costs have risen to EUR 71.2 million. Against this background, the Hohenlohe district has examined whether the realization of the 1st construction phase of the district administration building within the framework of a combined award of planning and construction services could lead to greater cost certainty in the realization of the district administration building. For this purpose, the Hohenlohe district has conducted a structured market survey and concluded that realization within the cost framework intended by the Hohenlohe district is possible. The Hohenlohe district has therefore decided not to pursue the planned realization of the district administration building (construction phase 1) based on the planning solution selected in the planning competition, but instead to award the necessary planning and construction services within the framework of a combined award of planning and construction services. In order to give bidders the most comprehensive design and optimization possibilities, the awarding authority has also decided that the draft plans developed by the previously commissioned planners will not be provided as orientation planning. Instead, bidders are free to develop a fundamentally new plan for the 1st construction phase of the district administration building, which is the subject of this procedure, based on the functional performance specification to be provided. The subject of the present procedure is therefore the planning and subsequent construction of the new district administration building (construction phase 1). With the award of combined construction and planning services, the Hohenlohe district expects a coordinated offer in terms of planning, construction, and economics, which ensures cost and time certainty at an early stage and, in particular, generates savings potential through the bidders' know-how. Within the framework of the awarding procedure, under the given conditions, the most acceptable solution, i.e., the economically, technically, functionally, and aesthetically best solution for the fastest possible implementation of the construction measure with simultaneous full functionality of the building in its use, is to be found. The new construction of the district administration building comprises a total room program area of approx. 6,500 m² (excluding traffic and technical areas) and thus a gross floor area of approx. 10,400 m². The room program includes construction phase 1 of the district administration building and, in addition to usual office spaces in the back office area, also citizen service areas in front office areas, meeting rooms, a cafeteria including a kitchen area, and the necessary storage and ancillary rooms, including a registry with a mobile shelving system. The back office areas are to be designed largely as open office worlds with individual single offices for management personnel. The property for the new construction is located in a central location in the city of Künzelsau. In the future, the area of the B19 (Stuttgarter Straße / Konsul-Uebele-Straße) in conjunction with the town hall, the district administration building, and the central bus station will form the central city entrance of Künzelsau. The development area covers an area of approx. 2,570 m². The property subject to the procedure currently includes the provisional access road of Kaufland, which will be dismantled later.
