Procurement of planning services for a railway underpass including drainage

The railway line Unna-Hamm runs through the center of the municipality of Bönen ("Client"). As part of the so-called general renovation of the high-performance network of this railway line, the central level crossing on Bahnhofstraße, which runs through the center, will be closed in 2028. As a replacement for the level crossing and to maintain the connection between the eastern and western town centers, the construction of a pedestrian and cycle underpass in the vicinity of the station and, spatially separated, the construction of a road underpass are planned. The subject of this tender are planning services for traffic and wastewater systems for the road underpass (railway underpass-EÜ) including drainage. Specifically, the planning services to be tendered are: • the road underpass of the EÜ as a road connection, which connects to the future roundabout at Poststraße to the east and to the Parkplatz Oststraße intersection to the west and is to be planned predominantly using the trough construction method • the rainwater pumping station for the surface drainage of the road underpass • the Parkplatz Oststraße intersection including sewer construction at the intersection The planning services tendered here are special in that they must be integrated in terms of time and content with the planning of DB InfraGO and the Client for the further individual measures. For the structures listed above, the respective required planning services according to service phases 1 to 4 of the individual service descriptions (with the exception of the structural design of civil engineering structures trough) have already been provided and are not the subject of this tender. For the structural design of civil engineering structures trough, service phases 1 to 3 have been provided. The following planning services are still to be provided (basic services and special services described in more detail in the tender documents): • Object planning civil engineering structures trough: HOAI-Lph. 6 – 9 • Structural design civil engineering structures trough: HOAI-Lph. 4, 6 • Object planning civil engineering structures / sewer construction: HOAI-Lph. 5 – 9 • Object planning traffic facilities: HOAI-Lph. 5 – 9 • Object planning pumping station: HOAI-Lph. 5 – 9 • Technical equipment pumping station: HOAI-Lph. 5 – 9 A phased awarding of the service phases is intended. The contract will initially be awarded for all remaining service phases up to and including service phase 6 (Phase 1). The subsequent phases include service phases 7 (Phase 2) and service phases 8 to 9 (Phase 3), although this does not apply to the structural design, which ends after service phase 6. The Client reserves the right to waive the transfer of services for Phases 2 and/or 3. There is no legal entitlement to the transfer of services for Phases 2 and 3. The contractor cannot derive any increase in remuneration from the phased awarding of the contract. The Client expects the future contractor to commence work immediately after the contract is awarded. The construction services must be planned in such a way that the deadlines specified in Section 4 of the service description are met. It should be clarified that exceeding the deadlines will not lead to an adjustment of the remuneration claim, as this does not involve an expansion of the scope of services. Immediately after the contract is awarded, a detailed schedule for the contractor's performance of tasks will be agreed upon between the Client and the future contractor.
