Das Land Baden-Württemberg, vertreten durch das Ministerium des Inneren, für Digitalisierung und Europa beabsichtigt, ein geeignetes Unternehmen gemäß § 4 Abs. 2 RDG mit der Durchführung der Luftrettung am Standort Ravensburg durch Erteilung einer Dienstleistungskonzession zu beauftragen. Die Struktur- und Bedarfsanalyse der Luftrettung in Baden-Württemberg des Instituts für Notfallmedizin und Medizinmanagement – Klinikum der Universität München vom Mai 2020 sieht zur Verbesserung der Erreichbarkeit der Notfallorte in der nördlichen Bodenseeregion, insb. in den Landkreisen Sigmaringen und Biberach, die Verlegung des Christoph 45 von Friedrichshafen in den westlichen Landkreis Ravensburg vor. Mit dem gegenständlichen Verfahren soll dieser Bedarf an einer neu zu errichtenden Luftrettungsstation in Ravensburg gedeckt werden. Es wird ein Verhandlungsverfahren mit Teilnahmewettbewerb gemäß §§ 153, 154 GWB i. V. m. § 12 KonzVgV und in Anlehnung an § 14 Abs. 3 und § 17 VgV durchgeführt.
