Tender procedure City of Dettelbach - Levying of improvement contributions

The City of Dettelbach plans to upgrade its sewage treatment plant, investing approximately 15 million Euros in supply security. According to the cost-recovery principle, the City of Dettelbach is obliged to pass on these investment costs to property owners in the form of contributions or fees. It is expected that the bidder with versatile administrative law expertise, particularly in the area of the Bavarian Municipal Levy Act, will take full professional responsibility for the entire improvement contribution project. The tasks range from informing and educating citizens, the complete and comprehensive recording of property and floor areas (creation of measurement sheets) according to current case law, the creation of the necessary contribution calculation, to consulting on statutes, including the creation of drafts for the improvement contribution statute, contribution and fee statute, and, if applicable, the drainage statute. The fulfillment of the service is expected promptly after the conclusion of the tender procedure, by 2028 at the latest. The basis for the tender is the service description or a task description that the bidder must fulfill. The service is divided into two separate statute areas: Statute Area 1 (City of Dettelbach including all districts except Mainfrankenpark with approx. 2,750 properties) and Statute Area 2 (Mainfrankenpark with approx. 250 properties).
