OpdrachtDe Omgevingsdienst Groningen is op zoek naar ??n bureau dat ons kan ondersteunen in de vergunningverlening en specialistisch advies op gebied van lucht en geluid voor de complexe Seveso aanvragen Ondersteuning vergunningverlening Toetsen van de ontvankelijkheid van het milieudeel van een aanvraag of melding; In afstemming met opdrachtgever worden de specialistische rapporten beoordeeld. Bij onvolledigheid van de aanvraag wordt contact opgenomen met de aanvragen met het verzoek aanvullende gegevens aan te leveren Indien noodzakelijk worden bedrijfsbezoeken afgelegd Indien de aanvraag ontvankelijk is wordt er een acceptatiebrief en een (concept) ontwerpbeschikking opgesteld; In de considerans van de ontwerpbeschikking komen voor de activiteit milieu alle juridische kaders, milieuaspecten en relevante regelgeving en richtlijnen aan de orde. Tevens wordt getoetst aan de ?beste beschikbare technieken?. Het concept van de ontwerpbeschikking wordt voorgelegd aan de opdrachtgever en bij akkoord eveneens aan de aanvrager Ondersteuning lucht en geluid Het rapport wordt beoordeeld door een ervaren lucht- en geluidspecialist op het vakgebied industrie. Een rapport wordt beoordeeld door zowel na te gaan of de gedane aannames en uitgangspunten correct zijn, als door de technische uitwerking en modellering te toetsen aan de richtlijnen die daarvoor gelden. Verder wordt het toetsingskader vastgesteld. Hierbij worden de juiste uitkomsten van onderzoek technisch en juridisch getoetst aan de normen, grenswaarden of richtwaarden die daarvoor gelden. Het advies wordt in de vorm van een schriftelijke reactie met motivering aangeleverd. Deze kan dan worden ingevoegd in de motivering van een (ontwerp)besluit of een brief aan initiatiefnemer of aanvrager.
