Traffic Rerouting Burgdorf-Oberburg-Hasle "Emmentalwärts", Client Support BHU

Subject and scope of the contract In the lower Emmental region, the municipalities of Burgdorf, Oberburg, and Hasle b. B. have been suffering from traffic volumes of up to 20,000 vehicles per day for decades. The high load impairs the quality of stay and life along the main traffic routes and leads to unreliable travel times in individual and public transport. The Civil Engineering Department of the Canton of Bern (TBA) has developed a comprehensive solution for the sustainable improvement of the traffic situation in the lower Emmental with the "Emmentalwärts" project. The overall project Burgdorf – Oberburg – Hasle (BOH) combines bypasses for Oberburg and Hasle b. B. with measures on the existing road network in Burgdorf and Lyssach. The overall project is divided into three sections: Burgdorf, Oberburg, and Hasle b. B., with a total of 19 measures. The investment costs amount to approximately CHF 424 million. Further information is available at www.emmentalwaerts.bvd.be.ch. The road plan was approved by the Directorate of Construction and Transport of the Canton of Bern (BVD) in January 2022. However, due to complaints received, the road plan was not yet legally binding. With the withdrawal of the last complaints by the end of May / beginning of June 2026, the road plan is now legally binding. The project has thus overcome all legal hurdles and can be implemented.   Following the review of the overall project planned from 2027 onwards, the 19 measures in the three sections Burgdorf, Oberburg, and Hasle b. B. will be further processed in the SIA sub-phases of execution planning, tendering, and realization. Given the investment volume of approximately CHF 424 million, the large number of parallel planning, construction, and service mandates, and the multi-year project duration until commissioning, the client requires continuous, centrally coordinated support throughout the entire project. As a staff unit, the Client Support (BHU) takes on the administrative and organizational management on behalf of the overall project management and supports project control as well as the three section managements. The BHU accompanies the project continuously through all remaining phases (incl. review) and ensures that costs, deadlines, and quality are uniformly managed and documented across all sections and sub-projects, and are presented transparently to the client for decision-making.
