Procurement of hazardous waste containers

The Gottsegen György National Cardiovascular Institute is initiating a framework agreement for the procurement of hazardous waste containers. The tender covers a total quantity of 40,270 units over a 24-month period, with an estimated framework value of HUF 98,574,500 net. Bidders are required to ensure that the proposed products comply with either Decree 12/2017 (VI.12.) EMMI or possess ADR certification. A declaration according to § 3 (8) of Decree 12/2017 (VI.12.) EMMI must be submitted with the bid. The successful bidder must adhere to several key regulations during the execution of the contract, including the Act CLXXXV of 2012 on Waste, Government Decree 309/2014 (XII. 11.) on waste record-keeping and reporting obligations, Government Decree 225/2015 (VIII. 7.) on the detailed rules of certain activities related to hazardous waste, Decree 12/2017 (VI.12.) EMMI on waste management activities related to waste generated by healthcare providers, and VM Decree 72/2013 (VIII. 27.) on the waste catalogue. The definition of the subject matter of the procurement has been made in consideration of § 46 (3) of Government Decree 321/2015 (X. 30.). While specific product names are used in the technical description for clarity, the procuring entity accepts bids for equivalent products. An equivalent product is defined as one possessing at least the same technical parameters and characteristics as specified by the procuring entity. Bidders are responsible for proving the equivalence of any proposed alternative solutions through appropriate means, such as manufacturer's technical documentation or certifications from recognized independent bodies.
