is an international consultancy firm specializing in research, assessments, third-party monitoring, monitoring and evaluation, and capacity building for humanitarian and development organizations. This Vietnam-based role supports STOOS’ field research operations, with a strong focus on
local authorization, stakeholder coordination, field team recruitment, data collection supervision, data quality and timely delivery
across diverse locations in Vietnam.
Position Overview
STOOS Consulting is seeking a
Field Manager: Data Collection, Operations, Research, Monitoring and Evaluation
based in Vietnam to support upcoming research, assessment, evaluation, third-party monitoring and M&E assignments.
The position is highly field-oriented and requires strong experience in coordinating with local authorities and partners, managing field teams, organizing data collection across multiple locations and delivering reliable data within tight schedules.
Role Purpose
The Field Manager will lead the day-to-day implementation of field research and monitoring activities across Vietnam. The role will include planning field movements, coordinating with provincial and commune-level authorities, recruiting and supervising data collectors, monitoring daily progress, resolving operational challenges and ensuring that all data is
accurate, complete, ethical and submitted on time
.
Key Responsibilities
The Field Manager will be responsible for:
Planning and coordinating field data collection, including
household surveys, key informant interviews, focus group discussions, observations, site visits, market assessments and third-party monitoring activities
.
Securing and following up on official permissions, introduction letters and local approvals required for fieldwork.
Coordinating with
provincial and commune-level People’s Committees, relevant sector authorities, local organizations, mass organizations, project partners and community leaders
.
Supporting fieldwork across different provinces and communes, including rural, mountainous, coastal, ethnic-minority and disaster-affected locations.
Recruiting, onboarding and supervising enumerators, field researchers, supervisors, interpreters, community mobilizers and data quality personnel.
Supporting the translation and contextual adaptation of research tools into
Vietnamese and relevant local languages
.
Training field teams on research tools, sampling procedures, informed consent, safeguarding, confidentiality, cultural sensitivity, referral pathways and digital data collection platforms.
Managing daily field deployment, team movements, respondent mobilization, sample tracking and progress against agreed targets and timelines.
Ensuring strong data quality through
spot checks, back-checks, accompaniment visits, daily debriefings, form reviews and follow-up on missing or inconsistent information
.
Coordinating field logistics, including transportation, accommodation where required, communication, mobile data, tablets or smartphones, field materials and contingency arrangements.
Ensuring that data collection involving ethnic-minority communities, women, young people, persons with disabilities and other potentially vulnerable groups is
inclusive, respectful and culturally appropriate
.
Providing regular updates to STOOS on authorization status, field progress, completed samples, operational risks, team performance, data quality concerns and corrective measures.
Documenting field observations, community feedback and contextual factors that may affect data interpretation, analysis and reporting.
Required Qualifications and Experience
Candidates should have:
A Bachelor’s or Master’s degree in
Social Sciences, Development Studies, Statistics, Public Administration, Sociology, Economics, Humanitarian Studies, Monitoring and Evaluation
, or another relevant field.
At least
five years of relevant professional experience
in field data collection management, research coordination, M&E, assessments, third-party monitoring or development field operations in Vietnam.
Proven experience coordinating field activities and obtaining required approvals from local authorities, institutions and community-level stakeholders.
Strong experience recruiting, training and managing enumerators and completing multi-location fieldwork within tight timelines.
Experience working in rural, mountainous, ethnic-minority, disaster-prone, hard-to-reach or otherwise underserved areas of Vietnam.
Good knowledge of digital data collection platforms such as
KoBoToolbox, ODK, SurveyCTO, CommCare or similar systems
.
Fluency in
Vietnamese
and good working proficiency in
English
. Knowledge of one or more ethnic-minority languages would be a strong advantage.
Strong coordination, leadership, communication, negotiation, reporting and problem-solving skills.
Availability and willingness to travel extensively within Vietnam according to project requirements.
Engagement Modality
The successful candidate will be engaged on a
project-based consultancy arrangement
, depending on STOOS’ upcoming assignments and operational requirements in Vietnam.
The Field Manager will work closely with STOOS project managers, team leaders, research specialists, M&E experts, data analysts, quality assurance personnel and field supervisors to ensure
timely, ethical and high-quality implementation
.
