VKE 132.1, A10, Expansion of the Seeberg Ost and West Tank and Service Area - Traffic Facilities Maintenance Design

General Information The Federal Republic of Germany - Federal Highway Administration - represented by Autobahn GmbH des Bundes, which in turn is represented by DEGES Deutsche Einheit Fernstraßenplanungs- und -bau GmbH, intends to expand the roadside service areas (TR) on both sides of Seeberg West and Ost, including environmental compensation measures, to increase the capacity of truck parking spaces on federal motorways. The Seeberg West and Ost TR areas are located on the federal motorway 10 (A 10), eastern Berlin ring motorway, between the Autobahn interchange (AD) Barnim and the AD Spreeau at operational km 12.300. For the mentioned section, the Federal Institute for Road Research (BASt) determined a deficit of truck parking spaces for the forecast year 2030. This deficit is to be compensated by the planned expansion of the Seeberg West and Ost TR. The Seeberg West and Ost TR areas are located in the state of Brandenburg, district of Märkisch-Oderland, in the municipalities of Neuenhagen near Berlin and the town of Altlandsberg. On 08.05.2023, the plan approval decision was issued by the State Office for Construction and Transport. The original plan envisaged only the expansion of truck parking spaces at the Seeberg Ost and West service areas. Detailed design for the expansion of the areas was commissioned after the plan approval decision was issued. In the course of the planning that had already begun, DEGES was subsequently asked to carry out a partial renewal (E2) of the existing facilities on the east and west sides in addition to the expansion planning, as the existing facility shows damage due to high stress and the road structure no longer corresponds to the state of the art. The expansion and renewal are to be realized in a total construction measure in a single construction lot. The west and east sides are bundled together in one construction lot. As the maintenance measure is an order expansion, a new tender for the design of traffic facilities is required. Framework Conditions For the planning of the maintenance measure, performance phases 5 and 6 are to be delivered directly as a product, in accordance with Appendix B02 (Technical Contract Conditions for Traffic Facilities Design). Initial site assessment, preliminary and design planning will be partially accounted for in terms of fees, but no separate submission of documents is required for this. The detailed design is to be delivered in such a way that it harmonizes uniformly with the detailed design of the TR Seeberg expansion planning. Phase 6 is also to be handed over as input to the traffic facilities planner for the expansion planning. Continuous coordination with the traffic facilities planner, the lighting planner, and possibly other planners (structural engineering, environmental) is required.
