Detailed description - Procurement of a large battery storage system Stadtwerke Speyer is a municipal energy supply company that focuses on sustainable projects. As part of the energy transition, innovative, safe, and environmentally compatible storage technology is to be used. For this purpose, a separate project company will be founded, which will likely conduct the procurement procedure described below. Preliminary information: The subject of this preliminary information is the turnkey delivery, installation, and commissioning of a stationary battery storage system. The conduct of a negotiated procedure without a prior call for competition, exclusively with CAPAC Energy GmbH, is permissible under §14 para. 4 no. 2 lit. b VGV. The decision on the choice of procurement procedure was preceded by a careful examination of the factual and legal situation, as well as a Europe-wide market survey. The following technical requirements are considered mandatory by the contracting authority. The defined requirements are justified by comprehensible objective and contract-related reasons. The Eos Indensity Core battery storage system from CAPAC Energy GmbH is the only system capable of meeting the contracting authority's procurement needs for the technical reasons detailed below. To the best of the contracting authority's knowledge, there is no competition in this regard, as there is no other system on the market that cumulatively meets the following requirements. Requirements for the storage system - General: To meet the increased requirements for operational safety, environmental compatibility, and longevity, a storage technology is required that meets the following properties: • Use of an aqueous electrolyte solution, zinc-bromine technology • Non-flammable and non-explosive storage medium • No risk of thermal runaway • Use of non-volatile, low-flammability, or non-flammable materials • Avoidance of critical or rare raw materials with high ecological or social risk • High cycle stability without significant aging due to charge states or temperature ranges The battery storage system is to be designed for stationary continuous operation. A conventional lithium-ion battery system is not to be built. Requirements for the storage system - Technical, Safety, and Operation: • Nominal power: 5 MW • Storage capacity: 20 MWh • Design duration: ≥ 4 hours full load operation • Minimum service life: ≥ 20 years • Capacity loss: ≤ 5% over a period of 20-25 years • No significant cycle-dependent aging within the intended operating window • Full performance independent of charge status (no SoC-related restrictions) • Insensitivity to full charge and discharge cycles • No capacity loss during deep discharge or full charge • Low requirements for air conditioning / cooling (no air conditioning necessary) • High availability and minimal maintenance intensity • no pumps required • Operation without active fire protection systems within the battery modules required • No release of toxic gases in case of malfunction or mechanical damage • Classification as a system not relevant to fire load (or significantly reduced fire load) • Suitable for use in sensitive urban areas • Fully recyclable or environmentally compatible main components • Minimized requirements for external extinguishing and safety infrastructure further key points: • Delivery of pre-assembled, modular battery units • Installation in weatherproof, non-walkable outdoor enclosures • High space efficiency due to stackable design • Expandability through modular scaling Scope of delivery and services: The contractor assumes all services up to and including operational handover • Battery system including all modules • Power electronics (inverters) • DC and AC distribution • Transformer station • Energy Management System (EMS) and Battery Management System (BMS) • Control and communication technology (incl. interface integration) • Delivery incl. transport, customs duties, and import processing • Civil engineering and foundation work • Installation and assembly • Grid connection and coordination with grid operator • Commissioning and functional tests • Complete technical documentation • Approval and notification procedures Documentation and evidence: Bidders must credibly demonstrate compliance with the following points in particular: • Safety concept (incl. proof of non-flammability) • Service life and degradation model • Environmental impact assessment (incl. raw material use and recyclability) • Reference projects of comparable scale • Technical data sheets of all main components Given the specific (technical) requirements, the procurement of the Eos Indensity Core battery storage system from CAPAC Energy GmbH represents an economically sensible and technically necessary solution. For the reasons stated above, it is therefore intended to conduct a negotiated procedure without a prior call for competition solely with CAPAC Energy GmbH for the supply of the Eos Indensity Core battery storage system. No further contract award notice will be issued for the procurement described above. Other companies interested in carrying out the contract and capable of providing the services described above are invited to express their interest.
