V okviru zagotavljanja jedrske varnosti je ključnega pomena, da se ob načrtovanju, gradnji in obratovanju jedrskih elektrarn natančno ocenijo posledice morebitnih nesreč tako za prebivalstvo kot za okolje. Ocena tveganja vključuje simulacije poteka nesreče, morebiten izpust radionuklidov v okolje, širjenje radioaktivnega oblaka ter vpliv na prebivalstvo in okolje.
