Voluntary prior transparency: "Hosting and key management of access control system for provincial electrical installations"

This tender concerns the voluntary prior transparency regarding the hosting and key management of the access control system for the electrical installations managed by the Province of Gelderland. The Province is responsible for maintaining approximately 1100 kilometers of main provincial roads and over 1250 kilometers of parallel roads and cycle paths. Within this network, there are numerous electrical installations, including traffic control systems (180 cabinets), public lighting (600 cabinets), roadside systems (around 100 cabinets), and pumping installations (55 cabinets). The Province is committed to ensuring the safety of employees, contractors, and the public by implementing robust access control and key management for these installations. To this end, the Province acquired the Medeco XT access control system, featuring patented electromechanical cylinders, electronic keys, and programming stations. The system comprises approximately 2300 cylinders, 600 keys, and 70 programming stations, representing a significant investment. A key management agreement is in place with Van den Hoogen Security, the sole importer and distributor of the Medeco XT system, covering the availability, accessibility, management, and hosting of the web application. The Province of Gelderland believes that this situation justifies the application of the exception clause under Article 2.32, paragraph 1, sub b, point 2 of the Dutch Procurement Act 2012, as competition is absent for technical reasons, allowing the contract to be awarded to a specific contractor.
