Binnen dit areaal bevinden zich een groot aantal elektrotechnische installaties welk onderverdeeld zijn in: - Verkeerregelinstallaties (180 installatiekasten) - Openbare Verlichting (600 eigen installatiekasten) - Wegkantsystemen (circa 100 installatiekasten) - Pompinstallaties (55 installatiekasten) Als eigenaar van deze elektrotechnische installaties is de Provincie verantwoordelijk voor enerzijds de veiligheid van werknemers en aannemers en anderzijds voor de veiligheid van de openbare ruimte. Op grond van de instandhoudingsverplichting en een optimale en veilige bedrijfsvoering van de elektrotechnische installaties is een zorgvuldige toegangsverlening door goed sleutelbeheer van essentieel belang. Provincie Gelderland heeft daarom jaren geleden een uniek toegangscontrolesysteem, Medeco XT, aangeschaft. De hiervoor genoemde installaties (kasten) zijn gefaseerd voorzien van gepatenteerde elektromechanische cilinders. Geautoriseerde gebruikers zijn voorzien van een elektronische sleutel en zijn voorzien van hardware en software om sleutels te kunnen opladen of te laten (her)programmeren. Er zijn circa 2300 cilinders, 600 sleutels en 70 programmeerstations in gebruik ter waarde van meer dan €1 miljoen. Voor de hosting en het beheer van het toegangscontrolesysteem Medeco XT is een sleutelbeheerovereenkomst inzake beschikbaarheid, bereikbaarheid en beheer en hosting van de webapplicatie met de leverancier, Van den Hoogen Security te Arnhem, de enige importeur en distributeur van het systeem opgesteld. Provincie Gelderland was aldus van mening dat een beroep kon worden gedaan op de uitzonderingsbepaling van artikel 2.32, lid 1 sub b onder 2 van de Aanbestedingswet 2012, waarbij de overheidsopdracht slechts door een bepaalde ondernemer kan worden verricht omdat mededinging om technische redenen ontbreekt. Daarnaast bestaat er geen redelijk alternatief of substituut (artikel 2.32, lid 3). De markt is uitvoerig bekeken en er is objectief geconstateerd is dat slechts één partij deze opdracht binnen het systeem Medeco XT en binnen aanvaardbare financiële kaders (in verband met de hoge investeringskosten door het provinciale eigendom van de desbetreffende elektrotechnische installaties) kan uitvoeren.
