Selection of a contractor for the construction of the Mother and Child Pavilion

The subject of the public contract is the construction of the Mother and Child Pavilion in the Klaudian Hospital complex. The works will include the following objects: Construction objects SO 00 – Site preparation, felling SO 00.1 – Site preparation – demolition of paved areas SO 01 – Building B – medical gases only SO 02 – Building Z SO 03 – Connecting corridor of building B – medical gases only SO 04 – Modifications to building C SO 05 – Modifications to vertical C-D SO 06 – Atrium and ancillary construction objects SO 06.05 – Furniture SO 06.06 - Playground equipment SO 06.07 - Stairs and ramp SO 06.08 - Modification of the measuring shaft SO 06.09 - Modification of the collector So 06.11 – Barriers SO 06.13 - Shaft for connecting a mobile heat source SO 06.14 - Energy duct SO 07 – Paved areas and courtyards SO 09 – Cold source building and modification of transformer station TS3 SO 10 – Demolition of the old cold building Engineering objects IO 01 – Hot water pipeline relocation IO 02 – Chilled water pipeline relocation IO 03 – Rainwater management IO 04 – Sewerage relocation and connection IO 06 – Street lighting distribution IO 07 - High and low voltage line relocation and connection IO 08 – Medical gas connection Construction work will be carried out while the inpatient healthcare facility is operational, and operations must be maintained. The contracting authority points out that the decisive construction milestones are: a) Building envelope airtightness (Blower Door test), deadline no later than 31. 7. 2028. By the specified date, the construction will be at a stage of completion that allows for an objective measurement of the building envelope's airtightness (pressure drop method according to ČSN EN ISO 9972). The construction must be to the extent necessary for the test, especially with the airtightness layer completed and the openings filled. The milestone is considered met upon submission of the successful measurement report to the contracting authority, with the measured air exchange rate corresponding to the parameters specified in the project documentation and relevant standards, i.e., a resulting building airtightness value of n50 ≤ 0.6 h-1. b) The connection of the cooling distribution must take place during a period suitable for climatic and operational conditions so as not to restrict the operation of the inpatient healthcare facility; c) The connection of the hot water pipeline must take place during the summer shutdown period, i.e., in July or August, by agreement with the infrastructure operator. The subject of the public contract is defined by the project documentation, including the list of construction works, supplies, and services with a bill of quantities, prepared by the Consortium for the Mother and Child Pavilion, First partner: Energy Benefit Centre a.s., IČO: 29029210, registered office: Křenova 438/3, 162 00 Prague 6, Second partner: Ateliér Velehradský, s. r. o., IČO: 29263140, registered office: Libušino údolí 203/76, 623 00 Brno, under the project name “MOTHER AND CHILD PAVILION”, which is attached as Annex No. 1a to the tender documentation. The execution of the work must comply with the operational and technical conditions for carrying out the work in the hospital complex, as specified in Annex No. 3 of the works contract. The work must comply with the PMD quality standards, as specified in Annex No. 2 of the works contract. The contracting authority draws the suppliers' attention to the fact that the tender documentation is a summary of the contracting authority's requirements, and not a final summary of all requirements arising from generally known valid and professional standards. The supplier must therefore, when preparing its offer, always adhere not only to the requirements contained in the tender documentation but also to the provisions of the relevant generally binding standards. According to Act No. 264/2025 Coll., on Cybersecurity, the contracting authority is a provider of a regulated service under higher obligations. The contractor will be a significant supplier within the meaning of the aforementioned Cybersecurity Act and further according to Decree No. 409/2025 Coll., on security measures for the provider of a regulated service under higher obligations.
