Description

The Department of Biodiversity, Conservation and Attractions (DBCA) is seeking qualified, licensed, and experienced Contractors to establish a Panel Arrangement for provision of weed control services (terrestrial and aquatic) within the Kalgulup Regional Park, located in the greater Bunbury area (refer to Attachment 1 - Maps ). The Services will be divided into the following categories: Category Service Areas Site Classification 1 Weed Control Leschenault Southern Preston River to Ocean Environmentally Sensitive 2 Weed Control Leschenault Southern Preston River to Ocean Other Contractors may provide Services under one or both service categories. DBCA reserves the right to appoint a single Contractor across both categories or different Contractors for each category. The final number of Contractors appointed to the Panel will be at the sole discretion of DBCA. The resulting Head Agreement will function as a Standing Offer arrangement, allowing DBCA to issue Orders (Customer Contracts) on an as-needed basis throughout the Contract term. Each Order will outline the specific scope, location, timeframes, and deliverables required for the Services. The Contractor will be providing the best estimated quotes / price for each Order at the time of Order. The Contractor must only send invoices based on the actual hours worked for each Order based on approved works . Under this arrangement, the Contractor may be engaged to deliver targeted weed control services across both environmentally sensitive areas and other designated operational areas, in site specific instructions issued with each Order. DBCA currently contracts up to 1,100 hours per year of weed control work in the Kalgulup Regional Park. However, DBCA does not guarantee any minimum volume of Services and will not be held liable for any loss incurred due to forward provisioning where Orders do not materialise. DBCA also reserves the right to refresh the Panel via an open public tender process, should operational needs arise that cannot be met by the existing Panel (e.g. Contractors are not available to deliver the work within the optimum spraying period).
