Request for Proposals for the "WIND EXPO (Spring 2027)" Chiba Prefecture Booth Construction and Decoration Services
Chiba Prefecture will exhibit a Chiba Prefecture booth at WIND EXPO (Spring 2027) by recruiting exhibiting companies, in order to promote companies within the prefecture that possess excellent products and technologies in metal processing, painting/corrosion protection, welding, etc., to the wind power generation industry, thereby promoting the participation of companies within the prefecture in the offshore wind-related industry.
For this "Chiba Prefecture Booth," we will commission the planning of booth decoration design and layout, construction and decoration, and management to ensure effective visitor attraction. In addition, we will commission the creation of a brochure to be distributed at this exhibition, which will introduce companies within the prefecture, including those other than the exhibiting companies.
Therefore, we are soliciting proposals for this service commission as follows.
1. Services Subject to Solicitation
(1) Title: "WIND EXPO (Spring 2027)" Chiba Prefecture Booth Construction and Decoration Services
(2) Content of Proposals: As per the ""WIND EXPO (Spring 2027)" Chiba Prefecture Booth Construction and Decoration Services Request for Proposal Specifications."
(3) Maximum Commission Amount: 8,000,000 yen (including consumption tax and local consumption tax).
* However, the commission amount includes the exhibition fee of 3,025,000 yen (tax included) payable to the organizer, etc., and the main power line construction costs and electricity usage fees necessary for electricity use.
(4) Service Commission Period: From the contract conclusion date until Wednesday, March 31, Reiwa 9.
2. Eligibility for Application
Applications can be submitted by those who meet all of the requirements described in the ""WIND EXPO (Spring 2027)" Chiba Prefecture Booth Construction and Decoration Services Request for Proposal Guidelines."
3. Application Method
(1) Submission Method: Submission by email is generally required, but submission in paper format is also possible if difficult.
* For details, please refer to the Request for Proposal Guidelines.
(2) Acceptance Deadline: Thursday, August 20, Reiwa 8, 5:00 PM.
(3) Submitted Documents: As described in the ""WIND EXPO (Spring 2027)" Chiba Prefecture Booth Construction and Decoration Services Request for Proposal Guidelines."
4. Service Explanation Meeting
(1) Date and Time: Tuesday, August 4, Reiwa 8, from 2:00 PM.
(2) Method of Holding: Online (Zoom).
(3) Application Method: Submit the "Service Explanation Meeting Participation Application Form" (Form No. 1) by email to the following application address by noon on Monday, August 3, Reiwa 8. (Confirm receipt by phone.)

""WIND EXPO (Spring 2027)" Chiba Prefecture Booth Construction and Decoration Services Request for Proposal Specifications"
1. Commissioned Project Name: "WIND EXPO (Spring 2027)" Chiba Prefecture Booth Construction and Decoration Services.
2. Purpose: "WIND EXPO 2027 Spring" is the largest exhibition in Japan specializing in wind power generation.
Therefore, Chiba Prefecture will exhibit a Chiba Prefecture booth at this exhibition by recruiting exhibiting companies, in order to promote companies within the prefecture that possess excellent products and technologies in metal processing, painting/corrosion protection, welding, etc., to the wind power generation industry, thereby promoting the participation of companies within the prefecture in the offshore wind-related industry.
In this project, we will plan the booth decoration design and layout, construction and decoration, and management to ensure effective visitor attraction.
In addition, we will commission the creation of a brochure to be distributed at this exhibition, which will introduce companies within the prefecture, including those other than the exhibiting companies. We will select the contractor through this proposal solicitation.
3. Content of Commissioned Services:
Planning, construction, decoration, management, and dismantling of the "WIND EXPO (Spring 2027)" Chiba Prefecture Booth, and creation of a brochure introducing companies within the prefecture.
(1) Regarding the exhibition booth:
a. Dates and Venue:
i. Dates: Wednesday, March 24, Reiwa 9 to Friday, March 26, Reiwa 9.
ii. Venue: Tokyo Big Sight.
b. Basic Specifications of Exhibition Space: Construction, decoration, and dismantling of the "WIND EXPO (2027 Spring)" Chiba Prefecture Booth (2 booths, approximately 4 companies).
* 1 booth: Width 6.0m x Depth 2.7m.
c. Details of Services, etc.:
i. Booth construction, decoration, and dismantling:
(a) Design and layout planning.
(b) Floor work.
(c) Carpentry work.
(d) Signage work (sign creation work).
(e) Electrical work.
(f) Booth dismantling.
(g) Rental item arrangements (chairs, tables, catalog stands, etc.).
(h) Booth management.
[Precautions]:
a. The booth should be designed to make visitors feel the "Chiba Prefecture" characteristic.
It should be designed to be eye-catching, utilizing the space effectively, and visible from afar.
It should also be designed to attract visitors to the booth and facilitate easy business discussions for exhibitors.
The layout should allow exhibitors to easily enter and exit their own booths.
At least one table for business discussions should be installed in the booth. Also, install at least 4 chairs so that exhibitors and visitors can talk while seated.
b. Exhibitor display space:
Allocate exhibitor booths equally to each exhibitor.
Install uniform company nameplates at each exhibitor's booth so that the company names are clearly visible.
Install at least one display stand and one monitor for video playback for the approximately 4 companies' displays.
c. Public relations space:
Install one display stand, one company nameplate labeled "Chiba Prefecture," and one monitor for video playback in the booth as a PR space for Chiba Prefecture.
d. Other:
Provide at least 3 catalog stands of 7 tiers or more.
Set up a waiting room within the booth for storing luggage from the prefecture and exhibitors.
Create a wall on one side facing the aisle with the waiting room and panels, etc.
Construction must be completed by 1:00 PM the day before the exhibition.
Maintain a system to respond immediately to any damage to decorative parts or equipment failures during the exhibition period (e.g., damage to fixtures, malfunction of electrical equipment).
ii. Creation and installation of visitor guidance panels, etc.:
(a) Booth map panel.
* The panel should be a diagram showing the layout within the booth (exhibitor display space, PR space, etc.) and designed so that visitors can understand it at a glance.
* Install the panel in a location facing the main aisle.
(b) Exhibitor product (including technology, etc.) introduction panel.
* The panel should be A1 size or larger, summarizing information on each exhibitor's products and technologies, and designed to appeal to visitors.
* Install panels at each exhibitor's display stand.
iii. Liaison and coordination with exhibitors, etc.
iv. Liaison and coordination with the organizer regarding the exhibition.
* Includes payment of exhibition fees to the organizer.
* Exhibition fees are included in the commission amount.
v. Management of decorative parts.
vi. Other support related to decoration, etc.
* Operations will be conducted in close coordination with the Carbon Neutral Promotion Division.
(2) Regarding the creation of the brochure:
i. Basic structure of the brochure:
a. The brochure shall include the following items:
- Cover, Table of Contents, Back Cover.
- Introduction to Chiba Prefecture's initiatives in offshore wind power.
- PR information for approximately 20 companies within the prefecture (company name, text introducing company strengths, photos, department name, address, phone number, email address, HP, etc.).
ii. Format:
- A4 size, approximately 20 pages, 4-color, saddle-stitched.
- The paper quality should be appropriate for a PR brochure.
- It should be a recycled-compatible printed matter.
iii. Details of services, etc.:
a. Design, etc.:
(a) Design and layout.
(b) Photo/image retouching.
(c) Proofreading.
(d) Color management.
(e) Other necessary photo/image collection for brochure creation.
b. Printing, etc.:
(a) Plate making.
(b) Printing and binding.
[Precautions]:
a. Two opportunities for proofreading by the prefecture will be provided before starting the work, printing, and binding.
- Maintain a consistent overall image (does not need to be exactly the same).
- Emphasize readability, such as the placement of headings, balance of text volume and margins, and design that conveys the appeal of each company at a glance.
b. Information provided by Chiba Prefecture:
- Draft text describing PR for the prefecture and companies within the prefecture (approx. 20 companies), and images related to PR for companies within the prefecture.
* Collect and publish photos and images that are effective for PR, in addition to those provided by the prefecture (the contractor is responsible for obtaining necessary permissions for publication of photos and images).
c. Work system:
- Conduct meetings with Chiba Prefecture as needed during the execution of the work and follow instructions.
d. Print quantity:
- 1,000 copies.
e. Deliverables:
- 1,000 printed brochures and their electronic data (in an editable format).
- Copyright of all deliverables obtained in this project belongs to the prefecture, and they shall not be lent or published to third parties without the prefecture's consent.
f. Delivery deadline and location:
- Deliver the electronic data of the brochure to the Chiba Prefecture Commerce, Labor and Industry Department, Carbon Neutral Promotion Division by Wednesday, March 10, Reiwa 9.
- Deliver the remaining 1,000 brochures to the "Chiba Prefecture Booth" at WIND EXPO by Tuesday, March 23, Reiwa 9.
4. Commission Period: From the contract conclusion date until Wednesday, March 31, Reiwa 9.
5. Commission Amount: Up to 8,000,000 yen (including tax).
* However, the commission amount includes the exhibition fee of 3,025,000 yen (including tax) payable to the organizer, etc., and the main power line construction costs and electricity usage fees necessary for electricity use.
6. Restriction on Asset Acquisition: Acquisition of assets such as equipment is generally not permitted with the funds for this commissioned work.
7. Completion Report: After the completion of this work, submit a work completion report to the Chiba Prefecture Commerce, Labor and Industry Department, Carbon Neutral Promotion Division, Energy Industry Promotion Office.
8. Other:
(1) The work will be commissioned to the selected company, but the adopted proposal may be partially modified as necessary.
(2) No objections regarding the selection will be accepted.
(3) When processing the business according to these specifications, recognize the importance of protecting personal information and handle personal information appropriately so as not to infringe upon the rights and interests of individuals.
(4) Matters not described in these specifications shall be discussed with the prefecture.
