Service description for a subcontract for the scientific-theoretical evaluation of quantum computing within the framework of the BSI project "Update of the study on the state of development of quantum computers" Objective and subject of the service The contractor will support the DLR project management in the scientific-theoretical updating of the BSI study "State of development of quantum computers". The objective of the service is to evaluate relevant developments in quantum computing based on current scientific publications, theoretical results and comprehensible analyses and to prepare the findings for the update of the study. DLR-PT is responsible for overall project management, coordination of contributions, editorial integration into the study and overall quality assurance. The focus is on the scientific-theoretical analysis of the fundamentals, algorithmic possibilities and limitations of quantum computing. This includes, in particular, the investigation of quantum algorithmic principles, the classification of theoretical performance promises and complexity statements, as well as the evaluation of scientific findings on the possible realization of cryptographically relevant quantum computers (CRQC). Formal requirements for the personnel deployed and technical cooperation The personnel deployed must have demonstrable knowledge and experience relevant to the scientific-theoretical analysis of quantum computing, quantum algorithms, and quantum cryptographic issues. The technical suitability of the intended persons must be demonstrated by appropriate evidence, in particular relevant educational qualifications, technical assignments, or scientific publications. The respective technical contributions and their relevance to the project must be explained. Furthermore, relevant new research results must be promptly classified scientifically and prepared for the update of the study, as well as incorporated into technical discussions and presentations. Relevant scientific publications and conference contributions can serve as proof of expertise. Interested companies should address the requirements profile in their expression of interest so that the contracting authority can determine whether expertise and experience are generally available.
