Scientific support for phase V of the teamw()rk program for Health and Work

One goal of the scientific support is the evaluation of the program implementation. This includes the analysis and assessment of the sustainability process at the participating locations as well as the investigation of the impact of the measures on the level of unemployed people. As part of a structural and process evaluation, it should be investigated whether and to what extent the sustainability of the established structures at the participating locations has been successful. Both overarching goals of funding phase V and goals for each funding year, which are to be achieved on a location-specific basis, should be taken into account. A resulting goal of the evaluation is the development of best practice examples for successful sustainability of structures and processes at the locations. In addition, a future contractor should develop practical aids for the teamw()rk locations based on the findings. In the period from 2017 to 2022, teamw()rk was implemented as a model project and evaluated by external service providers. A final version of the unpublished final report has been available since July 2021. A summary was made available on the website of the GKV-Bündnis für Gesundheit in October 2021. The final report will be made available to bidders by the client during the offer preparation. The evaluation within the framework of the model project is a very extensive evaluation. For example, the process evaluation and implementation analysis examined the structural development, the cooperation of the actors and the working methods in the program, as well as the health orientation of the job centers and the needs orientation of the services. The planned structural and process evaluation of this contract should consider the sustainability of the locations in a differentiated manner, without re-addressing the questions regarding the implementation of the model project. In addition, an impact analysis should be used to check which effects the program has on the target group of unemployed people. The goal levels should reflect the intended effects of the respective measures and can therefore focus on health-related knowledge, specific behaviors, or labor market-related criteria. The analysis and assessment of the sustainability process at the locations should be the focus compared to the impact analysis. The second part of the scientific support includes the participatory development of recommendations for action for the implementation of the program from 2029 onwards. The program has been funded by the GKV-Bündnis für Gesundheit as a federal program for many years. The funding and support of the GKV from 2029 onwards should differ significantly from the current funding. A future contractor should, in cooperation with the GKV, develop proposals for a support structure (e.g., a contact point for needs-based advice for the locations) and funding opportunities at the state level, e.g., for the establishment of new locations.
