NOTICE OF COMPETITIVE BID
Japan Society for the Promotion of Science (Independent Administrative Institution) will conduct competitive bidding for the following contract.
1. Competitive Bidding Matters:
Operation and Other Services for the WPI 20th Anniversary Symposium (Procurement Number: Goods/Services 58)
2. Competitive Bidding Qualifications:
(1) Must be graded "A," "B," "C," or "D" in "Service Provision, etc." for the Kanto-Koshinetsu region in the Reiwa 7/8/9 National Competitive Bidding Qualifications (All Ministries Unified Qualifications).
(2) Not falling under the matters restricting competitive bidders as stipulated in Article 4 of the Contract Regulations of the Japan Society for the Promotion of Science (Independent Administrative Institution).
(3) Not a member of a violent group, its constituent members, quasi-members, or related persons as defined by the "Act on Prevention of Unjust Acts by Members of Violent Groups" (1991 Law No. 77).
3. Bidding Method:
Bid amount should be the total amount. When determining the successful bid, the winning bid price shall be the amount written on the bid form plus 10% of that amount (rounded down to the nearest yen if there is a fraction of less than one yen). Therefore, bidders must write the amount equivalent to 100/110 of their estimated amount on the bid form, regardless of whether they are a taxable or tax-exempt business regarding consumption tax.
4. Method of Determining the Successful Bidder:
The successful bidder will be the one who can provide the services indicated in this announcement and has the highest score obtained through the comprehensive evaluation and bidding method in accordance with Article 10 of the Contract Regulations of the Japan Society for the Promotion of Science, within the limit of the estimated price. However, if it is deemed that the contract cannot be performed satisfactorily by the bidder with the highest score due to the bid price, or if it is deemed significantly inappropriate to conclude a contract with such a bidder due to the risk of disrupting fair trade, the bidder with the next highest score within the limit of the estimated price will be selected as the successful bidder.
5. Contract Period: From the date of contract conclusion to March 31, Reiwa 9 (planned).
6. Method of Distributing Bid Explanation (Specifications):
Will be distributed as a PDF file from the date of this announcement. Those who require it should send an email to keiyaku@jsps.go.jp with the subject line "[Request for WPI 20th Anniversary Symposium (Procurement Number: Goods/Services 58) Bid Explanation]" and include ① Corporate Name, ② Address, ③ Contact Person Name, ④ Phone Number, and ⑤ Email Address in the body.

10. Invalid Bids:
Bids falling under any of the items in Article 15 of the Contract Regulations of the Japan Society for the Promotion of Science are invalid.
11. Contract Conditions: The contract conditions are as per the attached draft contract.
12. Bid Bond and Contract Bond: Exempt.
13. Contract Document Creation: A contract document shall be created upon conclusion of the contract.
14. Public Disclosure of Information on Contracts of Independent Administrative Institutions: For contracts concluded by this Society with corporations having a certain relationship with this Society, in accordance with the "Basic Policy for Review of Affairs and Business of Independent Administrative Institutions" (Decision of the Council of Ministers on December 7, 2010), information regarding re-employment in such corporations and transactions with such corporations will be disclosed. Accordingly, information regarding the relationship with this Society will be disclosed on the Society's website as follows. By responding to the bid/application or concluding the contract, you agree to provide the necessary information to this Society and to its public disclosure. (Agreement is deemed to be given by responding to the bid/application or concluding the contract.)
(1) Contracts Subject to Disclosure: Contract parties that fall under both of the following:
① Where officers (former officers) or persons who have experienced positions of manager or higher (former managers or higher) have been re-employed as officers, advisors, etc.
② Transactions with this Society account for one-third or more of total sales or business revenue.
(2) Information to be Disclosed: For contract parties falling under the above, along with the name and quantity of goods/services, contract conclusion date, contractor's name, contract amount, etc., for each contract, the following information will be disclosed.
① Number of former officers and former managers or higher (former officers and employees) of this Society, their positions, and their final positions at this Society.
② Transaction amount with this Society.
③ Whether the proportion of transactions with this Society to total sales or business revenue falls into one of the following categories: one-third or more but less than one-half, one-half or more but less than two-thirds, or two-thirds or more.
④ Whether the bid is a single bid or single application.
(3) Information to be Provided by You:
① Information regarding former officers and employees (former managers or higher) employed at the time of contract conclusion (number, current position, and final position at this Society, etc.).
② Total sales or business revenue for the most recent fiscal year and transaction amount with this Society.
(4) Disclosure Date: Within 72 days from the day after the contract conclusion date, in principle.
