Execution of complete design and cost documentation for the construction of a bridge structure over the "Smarkata" river, including obtaining all relevant, legally required final decisions and permits

The subject of the order for part no. I is the execution of complete design and cost documentation for the construction of a bridge structure over the "Smarkata" river, including obtaining all relevant, legally required final decisions and permits. Within the scope of the contract, the Contractor will be obliged to obtain all administrative decisions and other documents, acting on behalf of the Investor based on the granted power of attorney. The design and cost documentation will include: a) Design documentation containing: - building design considering the specifics of construction works, - technical design, b) Cost documentation containing: - investor's cost estimate prepared in accordance with the Regulation of the Minister of Development and Technology of December 20, 2021, on the method and basis for preparing an investor's cost estimate, calculating planned design costs and planned construction work costs specified in the functional-utility program (Journal of Laws 2021, item 2458), - bill of quantities, which should include a summary of the planned basic works in the technological order of their execution, along with their detailed description or reference to the basis for determining the detailed description and reference to the appropriate technical specifications for the execution and acceptance of construction works. The bill of quantities should be accompanied by calculations and summaries of the quantities of basic work units, indicating the method of calculating the items in the bill of quantities, c) Technical Specification for Execution and Acceptance of Works (STWiOR), as a detailed elaboration for a given task (building object) and containing a set of requirements that are necessary to define the standard and quality of execution of construction works, the use of materials and technologies, and the principles of acceptance and assessment of the correctness of execution of individual works. STWiOR should only include elements related to a specific task, taking into account the course of the task's implementation (including: order of works, requirements for technology and materials, method of control and acceptance of key elements of objects or hidden works), and completely eliminating general norms, regulations and tables, the knowledge of which is not necessary for the execution and supervision of a specific construction work, d) preparation of an offer form based on the bill of quantities, e) Geotechnical opinion / engineering geological documentation – if required, f) preparation of a map for design purposes, g) other elements of the design and cost documentation. Catalog of administrative decisions and other documents required to obtain: a) Document confirming the right to dispose of the property for construction purposes – if required, b) Decision on environmental conditions for the investment, including the possible preparation of an environmental impact report, c) Decision on zoning and land development / Decision on establishing the location of a public purpose investment – if required, d) Notification of carrying out works in protected nature areas (not required in case of preparing an Environmental Impact Report), e) Water law decision, f) Water law report, g) Water management instructions – if required, h) Project information card – if required, i) Declaration of the authority responsible for monitoring Natura 2000 areas (so-called Annex No. 1) – if required, j) Declaration of the authority responsible for water management (so-called Annex No. 2) – if required, k) Final decision on building permit or confirmation of no grounds for objection to the submitted notification of works, l) Fire safety expert opinion – if required, m) Obtaining other permits, approvals or opinions from other bodies required by specific regulations – necessary for the implementation of the undertaking.
