Przedmiotem zamówienia jest wykonanie dokumentacji projektowej budowlano-wykonawczej oraz robót budowlano-montażowych w formule zaprojektuj i wybuduj, na podstawie, której możliwa będzie realizacja budowy zarówno pod względem formalno-prawnym jak i technicznym oraz wykonanie robót zgodnie z tą dokumentacją projektową dla zadania „GPZ Kowale -Wymiana transformatorów WN/SN, wymiana sekcji nr 1 rozdzielnicy SN, modernizacja budynku stacji”. Zakres prac budowlano-montażowych obejmuje: 1.1. Wymianę dwóch istniejących transformatorów mocy WN/SN o mocy 16 MVA na dwie nowe jednostki o mocy 31,5 MVA każda. Transformatory stanowią dostawę Zamawiającego, 1.2. Wymianę sekcji 1 rozdzielnicy 15 kV w budynku stacji na rozdzielnicę okapturzoną, w izolacji powietrznej, w ustawieniu dwurzędowym, przyściennym 1.3. Przebudowę pomieszczenia rozdzielni 15 kV sekcji 1 na potrzeby posadowienia nowej rozdzielnicy SN, 1.4. Przebudowę budynku stacji w zakresie zamurowania okien w pomieszczeniach rozdzielni 15 kV sekcji 1 i 2, 1.5. Budowę konstrukcji wsporczych i fundamentów pod bramkę transformatorową umożliwiającą wjazd/wyjazd transformatorów z mis transformatorowych na drogę transportową, 1.6. Budowę oświetlenia zewnętrznego terenu stacji, 1.7. Budowę systemu monitoringu terenu stacji w postaci telewizji przemysłowej CCTV na terenie stacji. 2. Zamawiający, uwzględniając że zakończenie realizacji umowy nastąpi po dniu 01.01.2028 r., informuje, że na żadnym z Etapów zamówienia nie zaakceptuje żadnych urządzeń wykorzystujących fluorowane gazy cieplarniane o współczynniku globalnego ocieplenia równym 1 lub większym, ponieważ na dzień odbioru roboty budowlanej nie będzie mógł wprowadzić takiego urządzenia do użytku zgodnie z treścią art. 13 ust. 9 lit. a) i c) Rozporządzenia Parlamentu Europejskiego i Rady (UE) 2024/573 z dnia 7 lutego 2024 r. w sprawie fluorowanych gazów cieplarnianych, zmieniającego dyrektywę (UE) 2019/1937 i uchylającego rozporządzenie (UE) nr 517/2014 (https://eur-lex.europa.eu/eli/reg/2024/573/oj?locale=pl). 3. Szczegółowy opis przedmiotu zamówienia zawiera program funkcjonalno-użytkowy stanowiący załącznik nr 14 do SWZ. Zamawiający wymaga, aby przedmiot zamówienia był wykonany zgodnie ze wskazanymi w niniejszej dokumentacji wytycznymi (załącznik nr 17 do SWZ) i instrukcjami oraz stanowiącymi załącznik do SWZ stan-dardami (załącznik nr 18 do SWZ) i projektowanymi postanowieniami umowy (załącznik nr 15 do SWZ). 4. Zakres zamierzenia inwestycyjnego oraz kolejność realizacji prac: 4.1. Etap I – wykonanie dokumentacji projektowej budowlano-wykonawczej, zwanej również „Dokumentacją projektową” lub „Dokumentacją; 4.2. Etap II – realizacja robót budowlano-montażowych, składających się z: 4.2.1. Etapu II a – zakupu, dostawy i posadowienia rozdzielnicy SN na stanowisku oraz dokonanie prób pomontażowych. Przez posadowienie należy rozumieć: rozładunek i postawienie rozdzielnicy SN na stanowisku, co stanowi element przedmiotu zamówienia. 4.2.2. Etap II b – montażu transformatorów WN/SN (dostawa Zamawiającego) oraz rozdzielnicy SN oraz wykonania robót budowlano-montażowych Przez montaż transformatorów należy rozumieć: podłączenie transformatorów do stanu docelowego nadającego się do załączenia go pod napięcie. 5. W ramach poszczególnych etapów zamówienia, Wykonawca dokona opracowania dokumentacji projektowej i wykonania robót budowlano-montażowych dla wymiany transformatorów WN/SN, wymiany sekcji nr 1 rozdzielnicy SN, modernizacji budynku stacji w stacji GPZ Kowale. 6. Zamawiający nie dopuszcza składania ofert częściowych z uwagi na fakt, iż zakres i charakter zamówienia wykluczają jego podział na części z przyczyn technicznych, organizacyjnych, ekonomicznych i celowościowych. Przedmiotowe zamówienie ma charakter specjalistyczny. Działania Wykonawcy w zakresie zadań określonych w zamówieniu są ze sobą ściśle powiązane.
