Execution of construction works consisting of the expansion and modernization of the sewage treatment plant in Działdowo within the project entitled: "Implementation of obligations arising from Directive 91/271/EEC in the Działdowo agglomeration area - expansion and modernization of the sewage treatment plant in Działdowo"

The subject of the order is the execution of construction works consisting of the expansion and modernization of the sewage treatment plant in Działdowo within the project entitled: Implementation of obligations arising from Directive 91/271/EEC in the Działdowo agglomeration area - Expansion and Modernization of the sewage treatment plant in Działdowo within the framework of action FENX.01.03 Water and Wastewater Management of priority FENX.01 Support for the energy and environment sectors from the Cohesion Fund of the European Funds for Infrastructure, Climate, Environment 2021-2027 program (hereinafter referred to as the "Project"). The place of execution of the subject of the order is the premises of the Municipal Utility Company sp. z o.o. with its registered office in Działdowo (13-200), at ul. Gen. J. Hallera 32. The investment consists of the expansion and modernization of the existing sewage treatment plant in Działdowo. As part of the investment, the existing sewage treatment plant is to be rebuilt and expanded by constructing new facilities and rebuilding existing ones. The mechanical wastewater treatment part and process automation will be technologically modernized. After modernization, wastewater from the pumping station will be pumped to a new expansion chamber. In front of the new expansion chamber, a gate chamber will be built, allowing the wastewater stream to be diverted to the existing expansion chamber no. 1. The existing sand trap will be left as a backup, in case of maintenance work or failure of the new sand trap. From the new expansion chamber, wastewater will go to the new sand trap. The sand trap station will also be equipped with a sand washer. Sand separated in the sand trap will be fed via conveyors to the sand washer, where the sand will be washed with process water. Washed sand will optionally go to a sand container or the existing sand field. Mechanically treated wastewater will be directed through a new measuring chamber via the existing distribution chamber for further treatment. In the pumping station, existing pumps and their equipment will be replaced with new ones. The preliminary wastewater treatment process will be improved by replacing existing screens with new fine screens with a gap of 3 mm with a system for transporting, washing, and dewatering screenings. The existing vertical sand trap will be replaced by a new horizontal flow sand trap, which will effectively remove sand and grease, along with a sand washing system. The anaerobic chamber will be rebuilt to separate the recirculated sludge tank and shorten the retention time of the wastewater and recirculated sludge mixture in the chamber. The facilities included in the biological treatment line will be equipped with additional devices for on-line measurement of wastewater quality and flow rates of wastewater and sludge. Signals from the measuring devices will be used for automatic control of the biological wastewater treatment line using an advanced supervisory control system (SCS). An optional automatic biological wastewater treatment control system is designed according to the BIODENIPHO scheme (with constant or variable denitrification and nitrification phases) or as a function of the ratio of N-NH4 to N-NO3 concentration in the aeration chambers. To increase the resistance of the biological treatment system to storm inflows, external recirculation control will be introduced as a function of sludge level measurements in the secondary clarifiers. Aeration devices (rotors in aeration chambers), mixers (mixers in the anaerobic and recirculated sludge chambers), and wastewater control devices (wastewater pumps, sludge pumps, gates, valves, throttles) will also be replaced in the facilities.
