Execution of the service of collection and management of municipal waste from properties located in the Gmina Malechowo, inhabited by residents, and the Selective Waste Collection Point

1. The scope of the subject of the order includes the execution of services: 1) unsorted (mixed) municipal waste from inhabited properties in the manner specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo; 2) glass packaging waste, collected selectively as specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo; 3) paper and cardboard waste (including packaging) – collected selectively as specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo; 4) plastic, metal, and multi-material packaging waste – collected selectively as specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo; 5) biodegradable waste, including green waste, constituting municipal waste – collected selectively as specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo; 6) textile and clothing waste – collected selectively as specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo; 7) collection and management of waste from the stationary Selective Municipal Waste Collection Point (PSZOK) located in Malechowo 27E on land plot no. 370/11: a) furniture waste and other bulky waste, used electrical and electronic equipment, and used tires, collected selectively as specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo; b) construction and demolition waste constituting municipal waste – collected selectively as specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo; c) other waste separated from the municipal waste stream, i.e. textile and clothing waste, medicines, solvents, acids, alkalis, plant protection products, packaging containing residues of hazardous substances, paints, inks, printing inks, adhesives, binders, resins, detergents – collected selectively as specified in the Regulations on maintaining cleanliness and order in the Gmina Malechowo. 2. Additionally, waste that will be accepted at the mobile selective municipal waste collection point: 1) bulky waste; 2) used electrical and electronic equipment. 3. The contractor collecting waste selectively from property owners inhabited by residents will transfer the waste directly or through another waste collector to recovery or disposal facilities, in accordance with the waste management hierarchy referred to in Art. 17 of the Act of December 14, 2012, on waste (Journal of Laws 2023, item 1587, as amended). 4. A detailed description of the subject of the order (SOPZ) is Annex No. 9 to the SWZ. 5. The contracting authority, acting on the basis of Art. 95 of the Pzp Act, requires the Contractor or subcontractor to employ persons performing activities related to the execution of the order, consisting in performing work in the manner specified in Art. 22 § 1 of the Act of June 26, 1974 – Labor Code (Journal of Laws 2025, item 277, as amended) under an employment contract. 6. The contracting authority specifies the type of activities related to the execution of the order, which are subject to the employment requirements by the Contractor or subcontractor under an employment contract, namely: 1) receiving and processing complaints related to the lack of waste collection according to the schedule; 2) driving vehicles intended for the collection and removal of municipal waste; 3) loading collected waste onto vehicles intended for this purpose and unloading them (loaders). 7. A description of control activities regarding the requirement to employ persons by the Contractor or subcontractor under an employment contract is included in the contract template.
