BID ANNOUNCEMENT We hereby announce an open competitive bid as follows. Procurement Details (1) Procurement Name: X-ray General Radiography System Update Work (entire set) (2) Specifications of Procurement Name: As per the bid explanation document and specifications. (3) Contract Period: From the date of contract signing to March 31, Reiwa 9 (2027). (4) Place of Performance: Beppu Center for Severe Disabilities, Rehabilitation Bureau, National Rehabilitation Center for Persons with Disabilities. (5) Bidding Method: When determining the successful bidder, the bid price will be the amount written on the bid form plus 10% of that amount (if there is a fraction of less than one yen, it will be rounded down). Therefore, bidders should write the amount equivalent to 100/100 of their estimated contract amount on the bid form, regardless of whether they are subject to or exempt from consumption tax. 2. Eligibility for Participation in Competition (1) Not falling under the provisions of Article 70 of the Budget, Settlement, and Accounting Order. However, minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, are not considered to fall under the special circumstances of the said Article. (2) Not falling under the provisions of Article 71 of the Budget, Settlement, and Accounting Order. (3) Must be registered in the "Machinery and Equipment Installation" or "Building Construction" category with a "C" or "D" ranking in the Reiwa 7-8 (2025-2026) Ministry of Health, Labour and Welfare Competition Participation Qualification for the Kyushu-Okinawa region. (For companies that have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Reiwa 14, Act No. 154) or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Heisei 11, Act No. 225), re-qualification for general competitive bidding in the Kyushu-Okinawa block must have been obtained after the decision to commence proceedings). (4) Not a party for whom commencement of rehabilitation proceedings has been filed under the Corporate Reorganization Act or commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (excluding those who have obtained re-qualification as mentioned in (3) above). (5) Not currently subject to a suspension of bidding by the Ministry of Health, Labour and Welfare during the period from the submission deadline of the Competition Participation Qualification Application Form (hereinafter referred to as "Application Form"), and related documents (hereinafter referred to as "Documents") to the bid opening. (6) Not a construction company whose management is substantially controlled by organized crime group members, or a similar entity, and for whom a request for exclusion from Ministry of Health, Labour and Welfare contracted projects has been issued by the police authorities, and such state continues. (7) In the one year immediately preceding the bid submission deadline for this bid, not having been subject to administrative disposition or administrative guidance (limited to those publicly announced by administrative agencies) due to violation of laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare, and not posing a risk to the fair implementation of this project or public trust in this project. (8) Must possess the qualifications determined by the delegated disbursing officer based on the provisions of Article 73 of the Budget, Settlement, and Accounting Order. Other (1) Language and Currency Used in Contract Procedures: Japanese and Japanese currency. (2) Bid Bond and Contract Deposit: Waived. (3) Requirements for Bidders: Participants in this open competitive bid must submit documents proving their ability to perform the work specified in this announcement by the designated deadline. Furthermore, those wishing to participate in the open competitive bid must submit a sworn statement indicating that they do not fall under organized crime groups, along with the aforementioned supporting documents. Bidders must respond to any requests for explanation regarding these documents from the delegated disbursing officer. (4) Invalid Bids: Bids submitted by those who do not meet the eligibility requirements specified in this announcement, bids from those who have failed to fulfill the obligations required of bidders, and bids that violate the bidding conditions are invalid. Furthermore, if a bidder who participated in the bid submits a false sworn statement or violates the sworn statement, their bid will be deemed invalid. (5) Requirement for Contract Document: Required. (6) Method of Determining Successful Bidder: The successful bidder will be the bidder who is deemed capable of performing the work specified in this announcement by the delegated disbursing officer and who submits the lowest valid bid within the limit of the estimated price, in accordance with Article 79 of the Budget, Settlement, and Accounting Order. This bid is subject to a low-bid price investigation. If the lowest bid price within the limit of the estimated price is less than the investigation standard price established based on Article 85 of the Budget, Settlement, and Accounting Order, an investigation will be conducted to determine if the contract can be performed in accordance with the contract terms. If it is determined that the contract can be performed in accordance with the contract terms, the bidder with the lowest bid price will be the successful bidder. (7) Negotiation in Procedures: None.
