Xplan-compliant digitization of existing development plans Lot 2

The Wiesbaden Urban Planning Office intends to have its existing development plans successively captured in full vector format according to the XPlan standard in the coming years. The goal is to provide a high-quality dataset of the current planning law of the state capital in order to facilitate the planning process, conduct comprehensive analyses, and meet the future requirements of the office. The data capture will be carried out in several individual lots. There are no restrictions on the number of lots a company can apply for. With this service description for Lot 2, the Urban Planning Office is tendering the capture of 150 plans from the period 1986 to 2010 with a total area of approximately 1,054 hectares. The order will be processed over a period of max. 50 weeks after award. During the processing period, 2-4 development plans per week must be continuously transmitted to the Urban Planning Office as gml files for quality control and acceptance. Reported defects must be rectified within two weeks. Task Description Within the scope of the contract, the currently valid areas of the development plans are to be captured in full vector format according to the XPlan standard, schema version 5.4 without references to text parts. The plans must be digitized according to the specifications of the LHW's requirements specification (see appendix). The specifications of the Xleitstelle, particularly the XPLANUNG and XBAU guidelines and the XPlanung manual, must be observed. The validity of the generated files regarding conformity, area closure, and schema consistency must be proven by the test report in PDF format from the Xplan validator (e.g., https://xleitstelle.de/validator). Questions that arise during the capture of the development plans and are not regulated by the provisions of the requirements specification must be clarified with the client. The following documents will be provided for order processing: • Excerpts from the current ALKIS data for the capture areas • Parcel-specific validity areas (gpkg) of the projects to be captured in their currently valid extent • Georeferenced plan drawing of the statutes • Project overview with a link to the procedural data and to referenced documents in the LHW's online portal, as well as information on the availability of a dwg file (cf. Project Overview) • dwg files of the development plans, if available (cf. Project Overview) • If applicable, supplementary information on project-specific mandatory attributes • Requirements specification for XPlan-compliant capture of LHW development plans The geometries of the dwg files may, after an examination of their basic suitability and topological correctness, serve as the basis for the XPlan-compliant capture. The usability is the responsibility of the contractor. Data provided in Gauß-Krüger must be converted to UTM beforehand using the Hessian Uniform Transformation Approach 2010 (HeTa2010). If necessary to comply with the required tolerances, the georeferencing of the plan documents may need to be adjusted in partial areas. If required, additional data of the road space can be provided.
