Direct Procurement of 24/7 Supported Housing Services on a Client-Specific Basis from January 1, 2025, AMK/240053

Pohjois-Karjalan hyvinvointialue (North Karelia Wellbeing Services County) is undertaking a direct procurement for 24/7 supported housing services for working-age individuals, specifically for a single client, with OIVA Riihi Oy. This agreement is set to commence on January 1, 2025, and will be valid until further notice. Previously, the wellbeing services county had procured similar 24/7 supported housing from Oiva Riihi Oy for the period of October 2, 2024, to December 31, 2024. This earlier period served as an assessment phase, during which it was confirmed that the client's need for these services would continue. The decision to proceed with direct procurement was made because no suitable service provider meeting the client's specific needs and available within the required timeframe could be identified from the pool of providers within the dynamic purchasing system for "Social Housing Services, Siun sote, 347/02.08.00.03/2022." To ensure continuity of care and in the best interest of the client, the service will now be continued with the same, familiar service provider. The client requires 24/7 supervised housing and youth psychiatric rehabilitation services tailored to the needs of a young person transitioning into adulthood. The procurement unit is authorized to conduct direct procurements in individual cases for social and healthcare services under Chapter 12, Section 110 of the Public Procurement Act, if organizing a competitive tender process would be manifestly unreasonable and disproportionately inappropriate from the client's perspective, particularly for safeguarding a significant care and client relationship.
