The aim is to map the market for the subject of the procurement and to obtain comprehensive information on availability, implementation possibilities, and potential service providers. This is a request for comments concerning the planned procurement of integration training for the Turku employment area by the City of Turku, with an estimated contract period starting on 1.1.2026. (target) This notice is not a procurement notice or a request for proposal, but a request for comments aimed at mapping the market and developing the procurement's tender documents. The request for comments does not bind those who respond. Responses will influence the implementation of the procurement and may reduce the need to ask questions during the tender competition. The contracting authority is not committed to carrying out the procurement based on the market mapping, and the descriptions/specifications presented do not bind the contracting authority. We request your feedback on the business impacts of the planned procurement via the form linked here: https://forms.office.com/e/JZ5C8dPLmS Description of the procurement: The subject of the procurement is integration training for immigrants, to be carried out in accordance with the Finnish National Agency for Education's integration training curriculum framework (2022:1a). The procurement will be carried out in compliance with the Act on the Organization of Labour Market Services (380/2023). The aim of the integration training is to promote the clients' transition to working life or further pathways from education and to strengthen their employability in accordance with the employment area's strategy. The implementation of the service must be based on goal-oriented and planned work for each client, focusing on achieving measurable impact. The integration training consists of four modules, each lasting 60 student workdays. The maximum duration of the training is 240 student workdays per student, regardless of whether it is a slow, basic, or fast group. The group size for integration training in Turku is 25 students. In Loimaa and Vakka-Suomi, the group size is 12–25 students. The integration training to be procured consists of the following sub-areas: 1. Sub-area Turku region integration training 2. Sub-area Loimaa region integration training 3. Sub-area Vakka-Suomi integration training 4. Sub-area Turku employment area integration training online implementation 5. Sub-area Turku employment area integration training language initial assessment 6. Sub-area piloting A request for information/market mapping has been made for the procurement. The planned framework agreement period is 1.1.2027 – 31.12.2028 + a two (2) year option (1.1.2029 - 31.12.2030). The estimated value of the procurement is approximately €20,000,000. The procurement will be divided into six (6) sub-areas. The framework agreement supplier(s) will be selected based on the most economically advantageous tender as follows: • Sub-area 1 Turku region integration training: three (3) suppliers, • Sub-area 2 Loimaa region: one (1) supplier, • Sub-area 3 Vakka-Suomi: one (1) supplier, • Sub-area 4 Turku employment area integration training online implementation: one (1) supplier • Sub-area 5 Turku employment area language initial assessment: one (1) supplier • Sub-area 6 piloting The framework agreement will define the key terms and prices of the service, but does not oblige the contracting authority to specific procurement volumes. Based on the Act on the Public Disclosure of Authorities' Activities, the responses are generally public after the contract is concluded. Therefore, responses should be prepared in a way that does not contain business or professional secrets. If it is necessary to include business secrets in the responses, they must be marked as business secrets when responding to the request for information on the Tarjouspalvelu.fi supplier portal. If the attachments to the responses contain information that must be kept confidential, the attachments must clearly and unambiguously indicate which parts contain business secrets. If the information provided in the responses is not marked as a business secret, the contracting authority will treat it as so-called party-specific public information by default. The contracting authority will consider on a case-by-case basis whether information declared as business or professional secrets is confidential by law.
