Provision of designer services for the field of civil engineering

The subject of the order is the creation of a dynamic purchasing system for the provision of designer services for civil engineering. Scope of public procurement – main CPV code: 71242000-6 Project preparation and design, cost estimation 71244000-0 Cost calculation, cost monitoring 71300000-1 Engineering services 71320000-7 Engineering design The subject of partial orders will be the implementation of: - preparation and discussion with all affected parties of all stages of project documentation according to Act No. 25/2025 Coll. Building Act and amending certain acts (Building Act) as amended (hereinafter referred to as the "Building Act") and with reference to the transitional provisions of § 84 of the Building Act also according to Act No. 50/1976 Coll. on territorial planning and building procedure (Building Act) as effective until 31.03.2025, - preparation of project documentation for the building authority's decision and for providing technical and economic advice regarding civil engineering structures, - provision of services of so-called "professionals" (i.e. experts in individual fields, such as geodesist, dendrologist, geologist, hydrologist, structural engineer, electrical installations, water installations and gas installations, traffic engineer, etc., so that the complete project documentation meets the standards according to the law, - preparation of a bill of quantities with an itemized budget usable for public procurement; processing of the bill of quantities and project documentation for the selection of the construction contractor (or service provider), which must be processed in accordance with § 42 of the Public Procurement Act, i.e. if it refers to a specific product/product etc., it is necessary that the parameters of these products are described in minimum and maximum technical standards so that the assessment of equivalent solutions is possible, - provision of so-called "engineering" throughout the entire process from the beginning of the preparation of project documentation until the completion of the construction; engineering includes in particular communication and representation before all affected persons and public administration authorities who, through their decision-making and other activities (opinions, impact assessments, etc.), affect the preparation of project documentation and the obtaining of a favorable decision in the territorial and building proceedings, or in combined territorial and building proceedings (especially a building permit) or in proceedings on a building plan or for notification of a building and building modifications, - provision of professional author's supervision (OAD) during the construction until its completion, - performance of comprehensive services and related technical consulting.
