Provision of catering and supplementary sales in the canteen for NBS employees in the NBS headquarters building (two-envelope procedure)

The subject of the contract is the comprehensive provision of preparation, cooking, and serving of meals for the employees of the contracting authority within the operation of the internal canteen, which is generally not accessible to the public. Catering is intended for internal employees as well as other persons permitted by the contracting authority, whereby the provider is obliged to ensure the continuous provision of the subject of the contract, as well as the continuous performance of all related activities, i.e., in particular to ensure sufficient personnel capacities necessary for the proper fulfillment of the subject of the contract and to provide services that are in full compliance with current hygiene regulations. Meals will be prepared in the premises of a newly renovated and newly equipped kitchen, which meets current technical, hygiene, and operational standards and has a capacity for preparing meals for approximately 600 diners per day. The canteen premises are also subject to complete renovation. The daily offer will include three types of menus (soup, main course, drink, salad/dessert, fruit), as well as one dish prepared as a "minute" meal and a second special type of "business minute" meal. The canteen also includes two self-service serving islands, the operation and supply of which will be fully provided by the successful bidder. The subject of the contract also includes the provision of occasional refreshments for various events in the premises of the NBS headquarters building. The contracting authority will also conclude a Contract for the provision of catering and supplementary sales in the canteen for the employees of the National Bank of Slovakia no. C-NBS1-000-122-321 (hereinafter referred to as the "Contract") and a Lease Agreement for the canteen, kitchen, and canteen premises no. C-NBS1-000-122-322 (hereinafter referred to as the "Lease Agreement") with the successful bidder. The Lease Agreement forms Annex no. 6 of the Contract. The rent amount is fixed in accordance with the Lease Agreement. The Contract and the Lease Agreement are mutually dependent contracts, whereby if the successful bidder refuses to sign the Lease Agreement, the Contracting Authority is entitled to withdraw from the Contract and claim a penalty. The successful bidder also undertakes to comply with all contractual terms of the Lease Agreement, operational rules, and binding hygiene, safety, or technical standards related to the canteen's activity. The contracting authority places particular emphasis on the quality of services provided, especially on the quality of raw materials, technological discipline in food preparation, food safety, compliance with the principles of good hygiene and manufacturing practice, and the overall level of service standard. The subject of the contract therefore requires professionally qualified personnel, compliance with all relevant legal regulations and operational standards, as well as ensuring a consistently high quality standard throughout the entire duration of the Contract. The subject of the contract also includes the operation of the leased canteen, which is functionally and operationally linked to the kitchen and canteen (shared staff facilities, supply and logistics, premises and technologies).
