Předmětem veřejné zakázky je poskytování veřejných služeb v přepravě cestujících veřejnou linkovou osobní dopravou za účelem zajištění dopravní obslužnosti Moravskoslezského kraje, a to zejména v oblasti Karvinsko a Orlovsko po dobu 10 dopravních let, a to v rozsahu a za podmínek stanovených v zadávací dokumentaci. Dopravní obslužnost bude v této oblasti zajišťována pomocí elektrobusů a autobusů s pohonem na CNG nebo naftu. Veřejné služby v přepravě cestujících veřejnou linkovou osobní dopravou musí být ze strany vybraného dopravce poskytovány způsobem a za podmínek stanovených v závazném návrhu smlouvy o veřejných službách v přepravě cestujících ve veřejné linkové osobní dopravě, který tvoří Přílohu č. 6 zadávací dokumentace, v souladu s požadavky zadavatele na způsob a podmínky poskytování těchto služeb obsaženými v zadávací dokumentaci a jejích přílohách a dále v souladu s obecně závaznými právními předpisy.
