3.1. The subject of the public contracts awarded on the basis of the framework agreement are services of administration of public contracts by the contracting authority, both public contracts of small value awarded outside the Public Procurement Act (ZZVZ) regime, and public contracts awarded in tender procedures or special procedures according to ZZVZ, as well as consulting services related to public contracts beyond the administration of public contracts, and further representation of the contracting authority in administrative or court proceedings conducted in connection with the contracting authority's public contracts. The selected supplier will provide the contracting authority with the following services in the period of the next 48 months from the entry into force of the framework agreement or until the maximum financial limit of the framework agreement is reached: comprehensive administration of the contracting authority's public contracts based on the contracting authority's instructions, which means the preparation of tender conditions and the execution of the relevant tender procedure according to the contracting authority's internal regulations or the tender procedure or special procedure according to ZZVZ from its beginning to its termination in accordance with ZZVZ, or project rules and the contracting authority's internal regulations, including possible negotiations with suppliers, opening of bids, actions to assess the fulfillment of participation conditions and evaluation of bids, actions following the selection of the supplier (i.e., including notification of supplier selection, preparation of the decision on supplier selection, written report of the contracting authority, notification of the tender procedure results, preparation of the contract for entry into the register of contracts), all actions related to the contracting authority's notification obligation to the Public Procurement Bulletin and TED, processing of decisions on objections in cooperation with the contracting authority. The aforementioned actions also include timely securing of signatures of committee members, invited experts, etc., participation in committee meetings and all actions necessary for the proper procedure of the contracting authority when awarding a public contract according to ZZVZ; and also consulting services in connection with the planning, preparation and awarding of public contracts.
