Předmětem veřejné zakázky je zajištění výkonu role manažera kybernetické bezpečnosti pro zadavatele – Mendelovu univerzitu v Brně v souladu s požadavky zákona č. 264/2025 Sb., o kybernetické bezpečnosti, ve znění pozdějších předpisů (dále také "ZKB"). Zadavatel je povinnou osobou podle ZKB. Zadavatel poptává službu Manažera kybernetické bezpečnosti (MKB) formou outsourcingu od způsobilého externího poskytovatele — právnické nebo fyzické osoby. Poskytovatel bude zajišťovat výkon role MKB formou outsourcingu a bude plnit všechny povinnosti vyplývající ze: 1. zákona o kybernetické bezpečnosti, 2. prováděcích předpisů, 3. požadavků regulátora, 4. interních bezpečnostních předpisů zadavatele, včetně metodického řízení Systému řízení bezpečnosti informací (SŘBI), koordinaci implementace bezpečnostních opatření, podporu řízení kybernetických rizik a incidentů a komunikaci s regulátorem. Služba MKB bude poskytována s odbornou péčí a v kvalitě odpovídající postavení zadavatele jako poskytovatele regulované služby v režimu vyšších povinností. Minimální požadavky na předmět plnění veřejné zakázky je vymezen technickými a obchodními podmínkami, které jsou uvedeny v této zadávací dokumentaci, zejména v přílohách č. 1 – specifikace předmětu plnění a č. 2 – návrh smlouvy o zajištění služeb manažera kybernetické bezpečnosti.
