Provision of Czech language courses for persons granted international protection for the period 2027 – 2029

The subject of the performance is to ensure the provision of free Czech language instruction for up to 500 persons granted international protection (hereinafter referred to as "eligible person") per year within the framework of the state integration program in the facilities of the Refugee Facilities Administration of the Ministry of the Interior (hereinafter referred to as "SUZ MV") and outside these facilities, and to cooperate with the general provider of integration services (currently the Refugee Facilities Administration) in accordance with Art. 7 and Art. 9 letter d) of the Annex to the Government Resolution of January 16, 2017 No. 36, amending the Government Resolution of November 20, 2015 No. 954, on the state integration program for persons granted international protection in 2016 and subsequent years. The performance of the public contract includes: - a written organizational, methodological, and content concept for teaching; - contacting all eligible persons with an offer of Czech language courses; - initial pedagogical diagnostics of eligible persons; - assigning eligible persons to individual courses according to their assessed initial language proficiency levels and language groups; - submitting monthly schedules of Czech language instruction (persons, course name, time, place) in the integration asylum centers of SUZ MV and outside these facilities at the place of residence of the eligible person according to individual language levels of eligible persons, in the scope of 400 teaching hours per person, for approval by the contracting authority, no later than the last day of the preceding month (if the contracting authority has any reservations or comments on the submitted schedule, the contracting authority is entitled to return it to the contractor for revision within the period specified by the contracting authority); - continuous organizational and lecturer provision of Czech language courses in the integration asylum centers of SUZ MV and outside these facilities at the place of residence of the eligible person according to individual language levels of eligible persons, in the scope of 400 teaching hours per person and according to the schedule approved by the contracting authority; - ensuring premises suitable for teaching in accordance with applicable legal regulations and at the contractor's expense, if teaching takes place outside the facilities of the Refugee Facilities Administration of the Ministry of the Interior; - maintaining records and attendance of eligible persons and sending a monthly report to the contracting authority, the Ministry of the Interior, and SUZ MV in electronic form; - organizational and lecturer provision of training for Czech language course instructors; - continuous methodological guidance of instructors; - monitoring the quality of teaching, conducting regular internal quality and effectiveness checks of the provided Czech language courses – internal observations (online and in-person) and observation-based evaluation of lessons, throughout the entire duration of the contract; - focusing teaching on, among other things, realia – topics important for eligible persons; - consistent regular monthly testing of clients; - taking continuous measures based on findings from observations, in order to guarantee the quality and effectiveness of the provided Czech language courses; - procurement of textbooks, methodological materials, worksheets, and other teaching materials and learning aids by the contractor; - free delivery of textbooks, electronic textbooks, worksheets, and other teaching materials and learning aids, and other special teaching tools to each individual eligible person by the contractor; - creating own teaching materials, worksheets, and textbooks as needed; - if necessary, providing childcare for the eligible person during their participation in the Czech language course, in accordance with applicable legal regulations and at the contractor's expense. This requirement of the contracting authority may be fulfilled by a subcontractor; - continuous administrative cooperation with the contracting authority (preparation and submission of ongoing monthly reports, annual evaluation reports at the end of each calendar year containing an overview of the fulfillment of teaching schedules and an overview of the course progress and study results of individual eligible persons); - continuous communication and cooperation with SUZ MV; - final examination of eligible persons and issuance of individual certificates of completion of the Czech language course; - allowing representatives of the contracting authority and the contact person of the Ministry of the Interior to p...
