Purchase and delivery of brand new special vehicles (vans) with bodywork and specialized equipment

The subject of the order is the delivery of 51 brand new special vehicles (vans), manufactured no earlier than 2026, free from defects, with specialized bodywork and equipped with specialized equipment, whose technical and operational parameters and bodywork conditions are included in the table attached to Part III of the Terms of Reference (hereinafter also referred to as "SWZ"). The order is being carried out for the project "Strengthening the potential of the Road Transport Inspectorate II" co-financed by the European Union under the European Funds for Infrastructure, Climate, Environment 2021-2027 Programme, Priority FENX.05 Support for the transport sector from the ERDF, Action FENX.05.03 Roads and road safety. This order is not an order awarded in parts, each of which is the subject of separate proceedings. The Ordering Party does not allow the submission of partial offers. The Ordering Party does not allow the submission of variant offers. The Ordering Party does not foresee the possibility and does not stipulate the obligation for contractors applying for the order to conduct a site visit. The Ordering Party does not foresee the requirement or possibility of submitting offers in the form of electronic catalogs or attaching electronic catalogs to the offer, in the situation specified in art. 93 of the Pzp Act. The deadline for the completion of the entire order is a maximum of 12 months from the date of conclusion of the contract, with the reservation that: 1. within 10 (ten) months from the date of conclusion of the Agreement – the Contractor shall deliver 26 (twenty-six) special vehicles (vans); 2. within 12 (twelve) months from the date of conclusion of the Agreement – the Contractor shall deliver another 25 (twenty-five) special vehicles (vans). The Contractor is obliged to provide a security for the proper performance of the contract in the amount of 5% of the total price stated in the offer in accordance with art. 452 sec. 2 of the Pzp Act (detailed information is included in Part II SWZ - Special conditions, section C, item 2). The Ordering Party: - does not specify the requirement for the contractor or subcontractor to employ persons under an employment contract - activities performed within the framework of public procurement do not involve the provision of work within the meaning of art. 22 § 1 of the Labor Code, - does not reserve the obligation for the Contractor to personally perform key tasks related to services. - does not reserve the obligation for contractors jointly applying for the order to personally perform key tasks related to services. - does not foresee that advance payments will be made for the performance of the order in this proceeding. - does not foresee reimbursement of costs of participation in the proceedings, except for the reimbursement of justified costs of participation in the proceedings in the situation referred to in art. 261 of the Pzp Act. - does not foresee the possibility of awarding orders referred to in art. 214 sec. 1 point 8) of the Pzp Act.
